Book excerpt: Woodridge Lake Dam is situated on a small intermittant stream about 1000 feet upstream of its confluence with the intermittant Dry Fork. The main purpose of the dam is to impound water for recreational use for landowners adjacent to the dam. The following problems were observed which could affect the safety of the dam or which will require maintenance within a reasonable period of time. Deep erosion gulley along the downstream left abutment contact, and erosion gullies at the right abutment contact; Wave erosion on the upstream embankment slope; Poorly channelized exit for the emergency spillway discharges which causes ponded water at downstream toe and erosion along the left abutment contact; and Undercutting on the discharge end of the service spillway pipe, and the ponded water found downstream of this pipe.

The purpose of the dam is to impound water for recreational use as a private lake. The lake is utilized by landowners adjacent to the lake. The crest of the embankment has a thick grass cover. Trees and large brush currently densely vegetate the downstream slope of the embankment. One small area on the downstream embankment slope near the center of the dam has recently been cleared of trees and brush. The upstream slope has brush and small trees growing on the right side of the embankment, while the vegetation on the left side has recently been cut.

Book excerpt: Based on the criteria in the guidelines, the dam is in the high hazard potential classification, which means that loss of life and appreciable property loss could occur in the event of failure of the dam. Within the estimated five mile damage zone downstream of the dam are seven houses, six buildings, and one road crossing which may be subjected to flooding, with possible damage and/or destruction, and possible loss of life. B & K Lake No. 1 Dam is in the small size classification since it is less than 40 feet high and impounds less than 1,000 acre-feet of water. B & K Lake No. 1 Dam being a small size dam with a high hazard potential, is required by the guidelines to pass from one-half of the Probable Maximum Flood to the Probable Maximum Flood without overtopping. Since there is high hazard potential downstream of the dam, the appropriate spillway design flood for this dam is the Probable Maximum Flood. It was determined that the reservoir/spillway system can accommodate 17 percent of the Probable Maximum Flood without overtopping the dam. Our evaluation also indicates that the reservoir/spillway system can accommodate the 100-year flood without overtopping the dam.

The purpose of the inspection was to make an assessment of the general condition of the dam with respect to safety, based upon available data and visual inspection, in order to determine if the dam poses hazards to human life or property. Our inspection and evaluation indicates that the combined spillways do not meet the criteria set forth in the guidelines for a dam of its size and hazard potential. The combined spillways will pass 13 percent of the Probable Maximum Flood without overtopping. The Probable Maximum Flood is defined as the flood discharge that may be expected from the most severe combination of critical meteorologic and hydrologic conditions that are reasonably possible in the region. The guidelines require that a dam of small size with a high downstream hazard potential pass 50 to 100 percent of the PMF. Considering the low height of the dam and the small storage capacity, 50 percent of the PMF has been determined to be the appropriate spillway design flood. The 1 percent probability flood will not overtop the dam. The 1 percent probability flood is one that has a 1 percent chance of being exceeded in any given year.

Book excerpt: The purpose of Dresser No. 4 Dam is to impound tailings from a barite separation and beneficiation operation. The dam completely encircles the impoundment except for a 300-foot wide breach at the north (up-stream) end where the structure failed in 1975. The dam cannot retain water in its present state because of this breach in the dam. This dam is classified as large. The U.S. Corps of Engineers has classified it as having a high downstream hazard potential to indicate that failure of this dam could threaten life and property. The damage zone, estimated by the U.S. Corps of Engineers, extends about 6 miles downstream of the dam. Since the embankment cannot retain water, the overtopping potential of the embankment was not analyzed. Instead, studies were made to estimate the amount of flow that could occur in the diversion ditch (located to the west and south of the impoundment) under different flood conditions. It was calculated that the diversion ditch could pass a 100-year flood probably without significant erosion of the ditch or adjacent embankment toe. However, it was estimated that the ditch cannot pass 50 percent of the Probable Maximum Flood without significant erosion of the ditch and adjacent embankment materials.
