Book excerpt: Kaercher Creek Dam is owned by Berks County and was designed by the Soil Conservation Service in 1965. The dam is located on Kaercher Creek in Windsor Township, Berks County, Pennsylvania, approximately 3/4 mile east norteast of Hamburg, Pennsylvania. The facility is considered to be in good condition and well maintained. The dam is considered a 'High' hazard potential structure consistent with its potential for extensive property damage and loss of life along Kaercher Creek and in the town of Hamburg, Pennsylvania. The design data was comprehensive and included hydrology and hydraulic calculations together with structural calculations and geologic data. Kaercher Creek Dam was designed to pass probable maximum flood (PMF) without overtopping. Therefore, the spillway is considered 'Adequate'.

Book excerpt: Birdsboro Dam is an approximately 40-foot high rolled earth embankment constructed across Indian Run Creek. The 430-foot long dam impounds an 8-acre reservoir. Very limited data exists regarding physical features of the dam. However, it is known that local borrow material from within the reservoir area was used for the construction. The downstream slope is a 1.5H:IV slope, and the upstream slope is covered with hand-placed riprap on a slope of approximately 2.5H:IV. It is not known if there is a cutoff wall, nor is it known if a grout curtain was installed.

The dam is founded on a full concrete mat with an upstream concrete cutoff wall extending into natural rock. The dam was built in 1915. The dam is classified as an 'Intermediate' size dam by virtue of its 64-foot height. The dam is also considered a 'High' hazard structure because in the event of failure there is a possibility of loss of life and extreme property damage downstream.

Book excerpt: Boyertown Reservoir Dam is an earth and rockfill embankment with a concrete corewall and a 20-foot wide, broad-crested, concrete spillway. The upstream portion of the dam is rolled earth embankment; the downstream section is earth and rockfill. The dam is approximately 620 feet long with a maximum height of 55 feet and impounds a reservoir with a normal pool storage capacity of 105 acre-feet. The dam is located on Popodickon Creek and serves as a source of water supply for Boyertown, which is situated approximately 2.5 miles downstream (east) of the dam. The Spillway Design Flood (SDF) for this 'Intermediate' size, 'High' hazard dam is the Probable Maximum Flood (PMF). The spillway is capable of discharging 37 percent of the PMF without overtopping of the embankment. The spillway is classified as 'Inadequate'. The spillway is not classified as 'Seriously Inadequate' because the depth and duration of overtopping are not considered sufficient to cause a failure of the embankment at 50 percent of the PMF. Based on the visual observations and review of the information obtained from the Pennsylvania Department of Environmental Resources, Division of Dam Safety, Boyertown Dam is considered to be in good condition.

Book excerpt: Fawn Lake Dam is owned by the Lake Wynonah Property Owners Association and is located in South Mannheim Township in Schuylkill County, Pennsylvania. The dam was designed by the original owner, American Realty Service Corporation of Memphis, Tennessee. The embankment was completed on May 12, 1971, and has been in service ever since. The facility is judged to be in reasonably good operating condition. Calculations indicate that the spillway systems are capable of passing the probable maximum flood (PMF). Therefore, the spillway is considered to be 'Adequate'. Seepage was noted emanating from the downstream slope and along the toe of the dam, but there were no indications at this time that this condition is potentially hazardous. No indications of slope distortion, embankment slides or other condition indicative of a potentially unstable embankment were noted.

Book excerpt: Lake Antietam Dam is a 60-foot high masonry structure with an upstream compacted fill embankment with an impervious core approximately 8 feet wide. The dam is approximately 230 feet long with a crest width of 17 feet. The embankment impounds a 16-acre reservoir within a 5.5 square mile drainage basin. The upstream slope is 2.25H:IV, and is riprapped from the crest to elevation 498 with hand-placed stone. The downstream slope is composed of stacked masonry block and has a curved surface, as shown on Plate 5, Appendix E. The dam was founded on trap rock, and does not have a cutoff trench or a grout curtain. There is a 4-foot high parapet wall along the downstream side of the crest. The spillway is excavated into solid rock on the left abutment, and has a skewed spillway with a crest width of 66 feet discharging into a channel which narrows to 30 feet at the end. Thereafter, water discharges into the natural streambed below the dam. The intake tower is located 125 feet upstream from the crest, and contains one discharge pipe, as shown on Plate 5. It is noted that this discharge pipe is no longer operational, and that the reservoir no longer serves as a water supply source. The dam contains a pond drain with a control valve at a valve house located at the downstream toe of the dam.

Book excerpt: This report is prepared under guidance contained in the Recommended Guidelines for Safety Inspection of Dams for Phase I Investigations. The purpose of a Phase I investigation is to expeditiously identify those dams which may pose hazards to human life or property. The assessment of the general condition of the dam is based upon available data and visual inspections. Detailed investigations, testing and detailed computational evaluations are beyond the scope of a Phase I investigation; however, the investigation is intended to identify the need for more detailed studies. In reviewing this report, it should be realized that the reported condition of the dam is based on observations of field conditions at the time of inspection along with data available to the inspection team. In cases where the reservoir was lowered or drained prior to inspection, such action, while improving the stability and safety of the dam, removes the normal load on the structure and may obscure certain conditions which might otherwise be detectable if inspected under the normal operating environment of the structure.
