Book excerpt: The Wilmore Dam is a masonry-gravity structure approximately 800 feet long with a maximum height of 40 feet from the downstream toe. Based on evaluation of the conditions as they existed on the dates of inspection (June 7 and 12, 1978) and as revealed by visual observations, the condition of Wilmore Dam is assessed to be good. The spillway does not have the recommended capacity to pass the probable maximum flood without overtopping. However, the dam is a masonry structure, and overtopping by the probable maximum flood would not significantly affect the stability of the dam. Therefore, the spillway capacity is considered to be adequate. However, during unusually heavy runoff, when overtopping might occur, an around-the-clock surveillance plan should be implemented to detect possible problems, such as rapid erosion of the abutments. It is recommended that the owner should develop a formal warning system to alert the downstream residents in the event of emergencies.

Book excerpt: Shirf's Run Dam consists of an earth embankment approximately 320 feet long with a maximum height of 15 feet from the downstream toe and a crest width of 10 feet. The upstream side of the dam is protected by riprap and the downstream slope is covered with grass. The spillway discharge facilities for the dam consist of an earth channel located at the right abutment. The outlet facilities consist of a 12-inch cast-iron pipe encased in concrete through the embankment. Based on the evaluation of the existing conditions, the condition of Shirf's Run dam is considered to be good. The only condition noted which requires attention is the lack of adequate erosion protection on the left side of the emergency spillway channel against the embankment. This condition is considered to pose breach potential in the event of large flows through the spillway. The flood discharge capacity of the dam was evaluated according to the recommended procedure and was found to pass approximately 50 percent of the probable maximum flood (PMF) without overtopping the embankment.

Based on the evaluation of the conditions as they existed on the dates of inspection (May 18 and 30, 1978) and as revealed by visual observations, the condition of Lloydell Dam is assessed to be good. The spillway does not have the recommended capacity to pass the probable maximum flood without overtopping. However, the dam is a masonry structure, and overtopping by the probable maximum flood would not significantly affect the stability of the dam. Therefore, the spillway capacity is considered to be adequate. The discharge from the spillway flows into an unprotected discharge channel which follows the left side of the valley. A dike is provided along the right side of the spillway discharge channel to prevent flows towards the toe of the dam. The outlet facilities consist of a 16-inch cast-iron blow-off pipe and 10- and 12-inch cast-iron supply pipes. Based on the evaluation of the existing conditions, the condition of Bear Rock No. 1 Dam is considered to be unsafe/nonemergency due to the seriously inadequate spillway capacity (30% of PMF). The condition of the embankment is considered to be fair.

The appurtenant structures of the dam consist of a combined primary and emergency spillway located on the left abutment (looking downstream) and outlet works near the right abutment. Based on the evaluation of the existing conditions, the condition of Storage Dam is considered to be good. Numerous seeps were observed along the left abutment, but these seeps are not considered to be a threat to the integrity of the embankment. However, a slump and an associated wet area were observed along the toe of the dam near the left abutment. This condition should be investigated and necessary repairs performed. The flood discharge capacity of the Storage Dam spillway was evaluated according to the recommended procedure and it was found to be 40 percent of the probable maximum flood (PMF) without overtopping the embankment. Therefore, according to the recommended criteria, the flood discharge capacity of the dam is classified to be inadequate.

No conditions were noted at this time that would significantly affect the structural performance of the dam. The flood discharge facilities for the dam were designed to pass the probable maximum flood (PMF) without overtopping the embankment. Therefore, according to the recommended criteria, the flood discharge facilities of the dam are adequate. Presently, the pool elevation is approximately 170 feet below the dam crest level. The pool elevation is expected to reach spillway crest level in about the year 2010. The following recommendations should be implemented on a continuing basis: (1) The cracking observed on the crest should continue to be evaluated by the design engineers. Also, attention should be given to the slump and seepage observed on the left abutment. Erosion ditches on the right abutment should be filled; and (2) A formal warning system should be developed to alert the downstream residents in the event of emergencies.
