Book excerpt: Fawn Lake Dam is owned by the Lake Wynonah Property Owners Association and is located in South Mannheim Township in Schuylkill County, Pennsylvania. The dam was designed by the original owner, American Realty Service Corporation of Memphis, Tennessee. The embankment was completed on May 12, 1971, and has been in service ever since. The facility is judged to be in reasonably good operating condition. Calculations indicate that the spillway systems are capable of passing the probable maximum flood (PMF). Therefore, the spillway is considered to be 'Adequate'. Seepage was noted emanating from the downstream slope and along the toe of the dam, but there were no indications at this time that this condition is potentially hazardous. No indications of slope distortion, embankment slides or other condition indicative of a potentially unstable embankment were noted.

Book excerpt: Pole Run Dam No. 4 is a 30 foot high earthen embankment across Pole Run, a tributary of North Mahanoy Creek. The 780 foot long dam impounds a nine acre reservoir within an 0.58 square mile drainage basin. Very limited data exists regarding the physical features of the dam. The average measured downstream slope is 2H:1V, and the slope is covered with stone and vegetation. Since the average freeboard of the structure is less than one foot at normal pool level, the upstream slope could not be measured. A portion of the upstream slope is covered with stone, and this stone could be seen to extend at least two feet below the water and it is probable that it extends several feet below that elevation. The crest width ranges from 15 feet to 27 feet. The spillway is located at the right abutment, and consists of an open concrete channel with concrete retaining walls. The water supply intakes could not be inspected as they are below water and the pipes are buried in the embankment. The outlet pipes were inspected and three pipes were found. Near the toe of the dam, valves were located which are presumably used to control flow through the pipes.

The dam is founded on a full concrete mat with an upstream concrete cutoff wall extending into natural rock. The dam was built in 1915. The dam is classified as an 'Intermediate' size dam by virtue of its 64-foot height. The dam is also considered a 'High' hazard structure because in the event of failure there is a possibility of loss of life and extreme property damage downstream.

Very limited data exists regarding physical features of the dam. However, it is known that local borrow material from within the reservoir area was used for the construction. The downstream slope is a 1.5H:IV slope, and the upstream slope is covered with hand-placed riprap on a slope of approximately 2.5H:IV. It is not known if there is a cutoff wall, nor is it known if a grout curtain was installed.

Book excerpt: Based on the visual inspection, available records, calculations and past operational performance, Crystal Dam is judged to be in good condition. However, the spillway will not pass the Probable Maximum Flood (PMF) or one-half of the PMF without overtopping. If Crystal Dam should fail due to overtopping, the hazard to loss of life downstream from the dam would be significantly increased from that which would exist just prior to overtopping. Based on criteria established for these studies by the Department of the Army, Office of the Chief of Engineers (OCE), the spillway capacity is rated as seriously inadequate. The existing spillway can accommodate a flood with a peak inflow of 37 percent of the PMF peak flow. If the low areas of the top of the embankment were brought up to design grade, the spillway could accommodate a flood with a peak inflow of 61 percent of the PMF peak inflow. The spillway would then be rated as inadequate instead of seriously inadequate.

Book excerpt: The assessment of Waste House Run No. 3 Dam is based upon visual observations made at the time of inspection, interviews with the owner and hydrologic and hydraulic analyses. Waste House Run No. 3 Dam is a high hazard-intermediate size dam. The dam is in fair condition. The spillway design flood is the PMF (Probable Maximum Flood). The spillway and reservoir are capable of controlling approximately 55% of the PMF without overtopping the embankment. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate. Seepage is exiting at several locations at the toe of dam. One of these seepage areas is approximately 8 feet above the toe of dam on the upstream wall of the valve house. Significant movement of the downstream slope and walls of the valve house are in evidence and additional analyses are warranted.

The spillway is located on the right abutment and consists of a rectangular shaped weir formed by stone masonry walls on both sides. The weir is 60 feet long. The spillway exit channel discharges on the right hillside below the toe of dam. The outlet conduit consists of a 24 inch or a 36 inch cast iron pipe under the earth embankment. Upstream of Raven Run Dam No. 2 is Raven Run Dam No. 3. All flows from Raven Run Dam No. 3 discharge into Raven Run No. 2 Reservoir. The spillway and reservoir are capable of controlling the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed adequate. The seepage exiting below the toe of the dam should be monitored at regular intervals. In addition, a subsidence investigation should be conducted to determine the effects of past and present mining beneath the structure.
