Book excerpt: Tamarack Lake is impounded by two separate dams at opposite ends of the reservoir. Tamarack Lake Dam 'A' is located at the northern end of the reservoir and consists of a main embankment, emergency spillway channel, riser intake and outlet conduit, and a diversion dam located to the left of the emergency spillway channel. Tamarack Lake Dam 'B' is located at the southern end of the reservoir and consists of a main embankment, emergency spillway channel, riser intake and outlet conduit, and a saddle dike located to the left of the emergency spillway channel. Tamarack Lake Dam 'A' is 22 feet high and approximately 1000 feet long. A clay core and cutoff trench extend throughout the length of the dam. The minimum width of the core and cutoff trench is 10 feet. The cutoff trench varies in depth below the original ground surface from 4 to 13 feet with the lowest elevation (1195.0 feet) near the location of the outlet conduit.

The upstream face has a slope of 3H:1V (Horizontal to Vertical) with a 10-foot wide berm at E1. 1164.0 feet. This berm provides access to the riser unit. The downstream face has a slope of 2H:1V. The crest of the embankment is 15 feet wide. A cutoff trench is provided in the embankment, with a minimum depth of 3 feet and a bottom width of 12 feet. The protective dike around adjacent Meadville High School is also a zoned earthfill embankment. The upstream face near the auxiliary spillway has a slope of 3H:1V and the downstream face has a slope of 2H:1V. After a transition section at original Station 12+00, both the upstream and downstream slopes are 5H:1V. The dike has an approximate crest length of 1335 feet (excluding the auxiliary spillway).

The dam consists of a zoned earth embankment, a vegetated earth emergency spillway channel, a riser intake with a 36-inch diameter outlet conduit, and a saddle dike located to the right of the main embankment. The crest length of the main embankment is 1640 feet. The maximum height of the dam at the original steambed is 30 feet. The dam crest is at E1. 1264.3 feet and the top width is 14 feet. The inclination of the upstream face is 2.5H;1V (Horizontal to Vertical) with a 10-foot wide berm at E1. 1242 feet. The downstream slope is 2.5h:1V. A filter trench was installed in the downstream prism of the embankment from original Station 4+92 to 9+77. A portion of the filter trench is provided with 6-inch diameter filter drainpipe. The two outlets of the filter drainpipes exit into the impact basin approximately 1 foot downstream of the baffle wall. To the right of the main embankment is a small knoll which separates the saddle dike from the main embankment. This knoll consists primarily of sandy silt (ML) soils and is approximately 540-feet long between the two embankments. The crest length of the dike is 670 feet and the maximum height is 9 feet. The crest width of the homogeneous embankment (dike) is 14 feet. The inclination of both the upstream and downstream slopes of the dike is 2.5h:1V. (Author).

Book excerpt: Inspection and review of data of the Clear Lake Dam did not reveal any problems which require emergency action. The dam appeared to be in poor condition and poorly maintained. The Clear Lake Dam is a high hazard-small size dam. The spillway design flood (SDF) for a dam of this size and classification is in the range of the 1/2 PMF to the PMF. The PMF has been selected as the spillway design flood based on the downstream potential for loss of life. The spillway and reservoir are capable of controlling approximately 6% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed seriously inadequate. Clear Lake Dam is classified as an unsafe non-emergency dam. A detailed stability and seepage analysis should be conducted by a registered professional engineer knowledgeable in dam design and construction and should be conducted in conjunction with a hydrologic and hydraulic analysis of the structure to increase spillway capacity and the stability of the structure. The method used to block the penstock should be investigated by a registered professional engineer knowledgeable in dam design and construction. Repairs should be conducted accordingly.

Book excerpt: Saul Run Dam, a flood water retarding dam designed by the U.S. Department of Agriculture, Soil Conservation Service (SCS), is also known by its SCS number PA-458. The homogeneous earth embankment has a crest length of approximately 1700 feet and a miximum hength///eight of about 40 feet. The dam crest at El. 1113.6 feet has a width of 16 feet. The upstream slope has an inclination of 3H:1V (horizontal:vertical) and an 8-foot wide berm at El. 1085 feet. The downstream slope with an inclination of 2.5H:1V also has an 8-foot wide berm at El. 1084 feet. A foundation cutoff trench with a base width of 12 feet, 1H:1V side slopes, a length of about 100 feet, and a depth of about 5 feet to bedrock was constructed in the valley bottom (Plate 5). Cutoff trenches of similiar cross-section were also constructed in the soil abutments (Plate 5). The outlet works (principal spillway in SCS terminology) consist of a reinforced concrete riser connected to a 24-inch diameter reinforced concrete pipe is located beneath the embankment in the valley bottom. The outlet pipe, with six reinforced concrete anti-seep collars, was installed on a concrete cradle founded on bedrock.

The total length of the dam is 555 feet, including the emergency spillway on the right abutement; the maximum height of the dam is 66 feet. The principal spillway is a drop-inlet structure consisting of a two-stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.

The dam is owned and operated by the Washington County Commissioners. The dam consists of a 360 foot long embankment, a vegetated earth side channel emergency spillway, and an intake riser and outlet conduit (principal spillway). The dam and appurtenant structures were found to be in good overall condition at the time of the inspection. Hydraulic/hydrologic evaluations revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. PA 483 is a 'High' hazard, 'Intermediate' size dam requiring evaluation for a spillway design flood (SDF) equal to the PMF. Therefore, the spillway is assessed as 'adequate.' The inspection revealed certain items of remedial work which should be performed immediately by the owner.

The spillway, located at the right abutment, consists of a cut stone lined broad crested weir and chute. The spillway crest is 9.6 feet long perpendicular to the flow and 12 feet long parallel to the flow. The chute has an overall width of 10 feet and a length of 75 feet; the spillway crest is located 3.5 feet below the low spot of the crest of the dam. The outlet works for the dam consist of an 8 inch cast-iron pipe with the upstream end submerged approximately 30 feet out from the center line of the dam. The dam was found to be in fair overall condition at the time of inspection. The spillway will pass approximately 37 percent of the Probable Maximum Flood (PMF) before overtopping will occur.

The visual observations and measurements were made during periods when the reservoir and tailwater were at normal operating levels.
