Book excerpt: Star Junction No. 2 Dam consists of an earthfill embankment and masonry spillway on the left abutment. The dam has a crest length of 341 feet, a maximum height of 30 feet and a storage volume of 31 acre-feet at the spillway crest level. The dam is classified by Corps of Engineers guidelines to be a small size, high hazard structure. Star Junction No. 2 Dam's embankment is assessed to be in poor condition. This is based on visual observations of the non-uniform slope, wet zones and state inspection reports. The downstream control was observed to be damaged and probably is not operable. No control or mechanism was observed to permit upstream flow control. The principal spillway is assessed to be in very poor condition. This is based on visual observations of the weir wall and training dike retaining wall. Both structures are partially collapsed and badly deteriorated and safe performance is questionable in the event of long-term, high discharge conditions.

Book excerpt: Based on a review of available design information and visual observations of conditions as they existed on the date of the field inspection, the general condition of the Fairchance Reservoir Dam is considered to be fair. This classification id based on: (1) The visual observation of the seeps in the pond drain discharge channel; (2) The presence of growing and fallen trees on the embankment slope; (3) Outlet works pipes through the embankment that have no positive upstream flow controls; and (4) An inadequate spillway capacity. The structure is classified as a small size, high hazard dam for which the Corps of Engineers guidelines require a Spillway Design Flood (SDF). For the observed downstream conditions the Fairchance Reservoir Dam SDF is one half the Probable Maximum Flood (PMF). Spillway capacity is inadequate because the non-over-topping flood discharge capacity, as estimated using the HEC-1 computer program was found to be 4 percent of the PMF. The spillway is not seriously inadequate because failure of the structure would not significantly increase the flood stage and risk of loss life downstream.

Colonial No. 1 Dam's Spillway Design Flood is 1/2 the Probable Maximum Flood (PMF).

Book excerpt: Bradford City No. 2 Dam is a diaphragm earthfill embankment dam with a maximum height of 44 feet and a crest length of 920 feet. Discharge is provided by an uncontrolled chute spillway located at the right abutment. The dam is owned and operated by the Bradford City Water Authority for water supply. The visual inspection and review of engineering data, performed in November 1978 through January 1979, indicate no serious deficiencies requiring emergency attention. The dam was found to be in fair overall condition at the time of inspection. However, the owner should immediately retain a qualified consultant for additional investigation of certain features. Hydraulic/hydrologic evaluations revealed that the spillway will not pass the Probable Maximum Flood (PMF) without overtopping the dam. Further, the spillway is considered 'inadequate' because the spillway will pass approximately 38 percent of the PMF before overtopping and failure is not likely to occur under the 50 percent PMF condition.

Book excerpt: PA 474 (also referred to as PA No Name No. 35) was designed by the U.S. Department of Agriculture, Soil Conservation Service (SCS) for floodwater detention. The dam consists of a zoned earth embankment, a vegetated earth emergency spillway channel, a riser intake with a 36-inch diameter outlet conduit, and a saddle dike located to the right of the main embankment. The crest length of the main embankment is 1640 feet. The maximum height of the dam at the original steambed is 30 feet. The dam crest is at E1. 1264.3 feet and the top width is 14 feet. The inclination of the upstream face is 2.5H;1V (Horizontal to Vertical) with a 10-foot wide berm at E1. 1242 feet. The downstream slope is 2.5h:1V. A filter trench was installed in the downstream prism of the embankment from original Station 4+92 to 9+77. A portion of the filter trench is provided with 6-inch diameter filter drainpipe. The two outlets of the filter drainpipes exit into the impact basin approximately 1 foot downstream of the baffle wall. To the right of the main embankment is a small knoll which separates the saddle dike from the main embankment. This knoll consists primarily of sandy silt (ML) soils and is approximately 540-feet long between the two embankments. The crest length of the dike is 670 feet and the maximum height is 9 feet. The crest width of the homogeneous embankment (dike) is 14 feet. The inclination of both the upstream and downstream slopes of the dike is 2.5h:1V. (Author).

The visual inspections and review of engineering data, performed in November 1978 through February 1979, indicate no serious deficiencies in the embankment requiring emergency attention. The dam was found to be in good overall condition at the time of inspection. However, the inspection revealed certain items of maintenance and rehabilitation necessary for the dam. Hydraulic/hydrologic evaluations revealed that the spillway will not pass the Probable Maximum Flood (PMF) without overtopping the dam. The spillway is considered 'inadequate' because the analysis indicated the spillway will pass a maximum of 45 percent of the PMF before overtopping the dam, and failure of the dam is not likely to occur under 50 percent PMF conditions.
