Book excerpt: Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in good condition. In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small and the hazard classification is significant. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of the 100 year flood to one-half the Probable Maximum Flood (PMF). The recommended SDF for this structure is the 100 year flood. The spillway capacity is adequate for passing the SDF peak inflow without overtopping the dam. The spillway, therefore, is considered to be adequate. Some recommendations presented for immediate action by the owner are: (1) that the tree trunk in the forebay area be removed; (2) that the sliding gate in the intake tower be maintained and operated on a regular basis to ensure its functioning in time of an emergency; (3) that the weed growth on the upstream slope and in the spillway outlet channel be removed on at least an annual basis; and (4) that a formal surveillance and downstream warning system be developed for use during periods of high or prolonged rainfall.

The reservoir is used for irrigation purposes and is located on an orchard farm adjacent to State Highway Rt. 94. The overall visual evaluation of the facilities indicates that the Highlands Farm Dam is in good condition. It is recommended that the downstream slope and the toe of the embankment on the right side be cleared of all brush and weeds to permit closed observation of the wet condition. The downstream channel of the spillway should also be cleared of trees and brush over a length of about 100 feet.

As a whole, the dam is judged to be in fair condition. The spillway gravity weir does not have any significant deviations from the guidelines for stability, since the toe pressure is well below the allowable. There is no evidence of instability on the embankment.

Some recommendations presented for immediate action by the owner are: (1) that measures shall be taken to provide an adequate spillway capacity, which shall include the raising of the embankment profile uniformly to at least its design crest elevation; (2) that the downstream toe and an area 20 feet beyond the toe be cleared on a regular basis of all brush, weeds and trees, permitting close observation of the seepage; and (3) that the slab joints in the spillway channel be filled with a joint material.

The embankment appears to be well maintained, except for a small area at the downstream toe around the principal spillway pipe outlet. The principal spillway is a 34-inch drop inlet structure with an 18-inch outlet pipe. The emergency spillway, located in the left abutment, has a well defined channel.

If the top of the dam were raised 0.4 foot to its design elevation, the spillway can pass 90 percent of the PMF. The spillway capacity would still be rated as inadequate. Because there is no analysis available, the structural stability of the masonry gravity spillway is unknown. The spillway right training wall does not have any significant deviations from the guidelines for stability. There is no evidence of instability on the embankment.

The auxiliary spillway is an excavated channel along the left abutment of the dam. It is a grass-linked excavation in earth. Based on visual inspection, available records, calculations and past operational performance, PA-467 Dam is judged to be in good condition. The existing spillway can pass the Probable Maximum Flood(PMF) without overtopping of the dam. The spillway capacity is rated as adequate. There is a slope stability analysis for the embankment, and it indicates that the embankment has adequate factors of safety. There is no evidence of significant problems threatening the embankment.

However, it is strongly recommended that the downstream slope be provided with a more stable cover. The discharge through the emergency spillway should be directed away from the embankment and the source of the settlement over the 12-inch outlet pipe should be identified and the condition corrected. The rock protection at the outlet pipe should be rearranged so as not to block the open end of the pipe.
