The principal spillway is a drop inlet structure and discharges through a 24-inch diameter pipe. An emergency spillway is constructed in the left abutment. This spillway consists of a grassed earth channel with a bottom channel width of 75 feet. The emergency spillway crest was designed to be 3.5 feet below the top of the dam. Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in good condition. The spillway capacity is adequate for passing the full PMF peak inflow without overtopping the dam.

Book excerpt: Greene-Dreher Dam is a 20-foot high earthern embankment, 1,000 feet long which impounds a 152 acre-foot flood water retention pool. Total estimated volume of fill is approximately 30,000 cubic yards. The zoned embankment was constructed on natural soils without a cutoff trench or a grout curtain. The embankment contains three material zones; Zone 1, a relatively impervious core of silt and and silty sand; Zone 2, composed of silty gravel and silty sand; and an outer shell of Zone 3 material, described as rock larger than 6 inches in diameter. The embankment crest is 12 feet wide at a design settled elevation of 2,036 feet, and both upstream and downstream slopes are 3H:1V. The downstream section of the embankment contains a filter blanket approximately 2 feet thick, 30 feet wide and 320 feet long. The filter blanket is drained by a 6-inch diameter perforated corrugated metal pipe connected to a 6-inch diameter pipe which outlets adjacent to the principal spillway outlet.

The 1/2 PMF was, in this case, selected as the SDF. The spillway and reservoir, under existing conditions, will pass approximately 19 percent of the PMF before overtopping of the dam occurs. Deficiencies noted during the inspection included the lack of functional drawdown facilities and minor seepage through the masonry near the right abutment. Based on the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between 1/2 the Probable Maximum Flood (PMF) and the PMF. The 1/2 PMF has been selected as the SDF due to the size of the dam and reservoir, and the downstream conditions. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and spillway discharge capacity will pass only 3 percent of the PMF without overtopping the dam. Overtopping the dam could cause failure, which would lead to a significant increase in downstream loss of life and property damage. Therefore, the spillway for Lake Quinn Dam is considered to be seriously inadequate, and the dam is judged to be unsafe, non-emergency.

Based on the criteria and the downstream conditions, the selected SDF is the PMF. Based on existing conditions, the spillway will pass about 14 percent of the PMF before overtopping of the dam occurs. It is judged that the dam would fail during the PMF. Failure of the dam would increase the hazard for loss of life downstream. As a whole, the dam is judged to be in fair condition. Deficiencies exist that are considered to be indicative of potential stability problems for the spillway. There is no functional outlet works at the dam. Maintenance at the dam is inadequate.

Book excerpt: Wangaum Falls Dam is an earthfill dam with an embankment length of 310 feet and a maximum fill height of 30 feet. The structure has two spillways. One at the left abutment, which is the old spillway, has been reconstructed and raised several times. The second spillway was added in 1956 and is located in the right abutment. Both spillways have a bridge for vehicle access to a home on the right bank of the reservoir. The left spillway has a vertical slot closed off with vertical boards (stoplogs). Removal of these boards could lower the reservoir to about 7 feet below spillway weir elevation. There are no other drawdown or control facilities for this dam. Heavy riprap protects the upstream slope and a stoned surface roadway is on top of the embankment. The embankment was breached several times by floods prior to the reconstruction in 1956. Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in fair condition. The spillway capacity is inadequate to pass the PMF peak inflow without overtopping the dam. The dam is capable of passing 70 percent of the PMF, and is considered to be inadequate, but not seriously inadequate.

The spillway capacity of Deckers Dam is rated as adequate. The unknown condition of the valve, regulating flow through the outlet pipe, precluded assessment of the outlet works. A ready access to an operable valve, or other method of drawing down the reservoir level during emergencies, is required. Although the dam and appurtenances appear to be in good repair, there is no formal maintenance program for the facility. There is no warning system and evacuation plan in effect at the present time.

Book excerpt: The purpose of the inspection is to determine if the dam constitutes a hazard to human life or property. Crystal Lake Dam is located on the headwaters of the Lehigh River in Lehigh Township, Wayne County, Pennsylvania. The overall appearance of the dam and appurtenant structures is fair. The toe of the dam and entire embankment are covered with brush and small trees, up to one inch in diameter, obscuring the slopes from view and making of visual inspection difficult. Accordingly, some deficiencies may have gone unnoticed. The embankment slopes are irregular and do not appear to have been constructed to any particular design template. Settlement of the embankment was observed on both sides of the spillway and adjacent to the corewall along the entire length of the dam. These low areas vary in depth from only a few inches to nearly three feet. Erosion all along the upstream slope was observed at, or near, the normal pool level which has resulted in a nearly vertical two-foot drop in the slope. It is reported that riprap was placed on the slope during construction, although it was somewhat sparse in many places. There is very little riprap now remaining on the upstream slope.
