Book excerpt: Based on a review of available information, visual observations of conditions as they existed on the date of the field inspections, and supporting engineering calculations, the general condition of the Pond 3 is considered to be fair. This assessment is based primarily on visual observations of embankment, spillway and seepage conditions and hydrology/hydraulic analyses of reservoir/spillway capacity. The structure is classified as a 'small' size, 'high' hazard dam. Corps of Engineers guidelines recommend 0.5 to one times the Probable Maximum Flood (PMF) as the Spillway Design Flood for a 'small' size, 'high' hazard dam. The Pond 3's Spillway Design Flood is the Probable Maximum Flood because of its height. Spillway capacity is 'inadequate' because the nonovertopping flood discharge was found, by using the HEC-1 computer program, to be 35 percent of the PMF. At 0.5 PMF, the embankment overtopping depth and duration would be 0.58 feet and eight hours and 40 minutes respectively. In the opinion of the evaluating engineer, this overtopping depth and duration would not cause a catastrophic failure of the embankment.

Book excerpt: PA 480 was designed by the U.S. Department of Agriculture, Soil Conservation Service (SCS) for floodwater detention. The total length of the dam is 555 feet, including the emergency spillway on the right abutement; the maximum height of the dam is 66 feet. The principal spillway is a drop-inlet structure consisting of a two-stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.

The embankment is 1190 feet long, with a toe to crest height of 25.2 feet and a crest width of 25 feet. The Raw Water Pond outlet works is a 14 inch diameter steel pipe with an intake at the bottom of the Pond. The outlet works maintains the operating pool approximately 1.5 feet below the invert of the principal (and emergency) spillway. A gate valve and flow monitoring weir box are located downstream of the embankment. Outlet works flows are discharged to the Treated Water Pond below. Based on a review of available design information and visual observations of conditions as they existed on the date of the field inspection, the general condition of the Raw Water Pond is considered to be poor. This assessment is based primarily on visual observations that indicate a possible inadequate margin of safety against slope failure of the embankment. Spillway capacity is 'inadequate' because the non-overtopping flood discharge was found, by using the HEC-1 computer program, to be in 0.18 PMF.

The dam consists of an earth embankment approximately 460 feet long with a maximum height of 38 feet from the downstream toe and a crest width of 14 feet. The flood discharge facilities for the dam consist of a drop inlet primary spillway located at the center of the embankment and an emergency spillway on the left abutment (looking downstream). The primary spillway structures consist of a two-stage reinforced concrete riser, a 24-inch-diameter reinforced concrete conduit, and a reinforced concrete impact basin at the downstream end of the outlet pipe. The emergency spillway is a 200-foot-wide trapezoidal earth channel excavated into the left abutment. The reservoir outlet for the dam consists of a 15-inch steel pipe extending from the upstream toe of the dam to the drop inlet structure. Flow through the reservoir outlet is controlled by a manually operated sluice gate lcoated in the drop inlet structure.

Book excerpt: Kenda Dam is owned and operated by the Westmoreland Recreation Society, Inc. and is classified as a Small size - High hazard dam. The dam was found to be in poor overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will not pass the 1/2 Probable Maximum Flood (1/2 PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 PMF to Probable Maximum Flood (PMF) is required for Kenda Dam. The 1/2 PMF was selected as the SDF because of the small size of the drainage area and impoundment. During the 1/2 PMF, the dam is overtopped by a maximum depth of 1.24 feet for a total duration of 7.00 hours. It is estimated that, in its present condition, the dam is likely to fail during the 1/2 PMF. Analysis performed to assess the impact of failure of the dam on the damage center downstream indicated that a significant increase in damage would occur compared to conditions if the dam did not fail. Therefore, the spillway is assessed as being seriously inadequate. It is recommended that the owner immediately initiate an engineering study to further evaluate the spillway capacity and develop recommendations for remedial measures to reduce the overtopping potential of the dam.
