Book excerpt: Based on the criteria established for these studies, Elmcrest Dam is judged to be in fair condition. The recommended Spillway Design Flood (SDF) for the size and hazard classification of the dam varies between the 100-year flood and 1/2 of the Probable Maximum flood (PMF). The selected SDF is the 1/2 PMF. The existing spillway will pass only about 40 percent of the PMF before overtopping of the dam occurs. The spillway capacity is rated as inadequate. The computed spillway capacity is, at best, a rough approximation. It is judged that there is a severe potential for collection of debris at the spillway which could reduce the spillway capacity considerably. The outlet works is only capable of discharging when the reservoir is above normal pool elevation. Access to the outlet works valve is judged to be unsuitable. No conditions of immediate concern were observed at the embankment.

The dam was built in a natural saddle. The embankments impound water within the saddle. The dam has a main spillway and an auxiliary spillway. The main spillway is located at the right abutment of the South Embankment. It has a sharp-crested concrete weir with a crest length of 100 feet. The auxiliary spillway is a canal about 300 feet left of the South Embankment. Based on visual inspection, available records, calculations and past operational performance, Marshwood Dam is judged to be in fair condition. The spillway can pass 65 percent of the Probable Maximum Flood (PMF) without overtopping of the dam. The spillway capacity is rated as inadequate. This rating is dependent on implementation of some of the recommendations herein. If the low areas on the embankments were raised 0.6 foot to the design elevation, the spillway can pass 80 percent of the PMF. The spillway capacity would still be rated as inadequate.

Book excerpt: Olyphant No. 3 Dam is an earthfill embankment 760 feet long and 37 feet high at its maximum section. The embankment has a puddled impervious core and riprap on both the upstream and downstream slopes. The spillway is located at the right abutment of the dam. It is an excavated, riprapped channel with irregular geometry. The invert of the channel is 2.6 feet below the design level of the top of the dam. A 12-inch diameter cast-iron pipe with a valve at the downstream end extends through the center of the embankment and regulates flows. Olyphant No. 2 Dam is 0.5 mile downstream. The dam is located on Grassy Island Creek approximately 1.7 miles east of the Village of Winton, Pennsylvania.

Therefore, based on criteria established for these studies by the Department of the Army, Office of the Chief of Engineers (OCE), the spillway capacity is rated as inadequate. The spillway will pass one-half the PMF without overtopping the dam. Therefore, based on the OCE criteria established for these studies, the spillway capacity is not rated as seriously inadequate. The existing spillway can accommodate a flood with a peak inflow of 80 percent of the PMF peak flow. Due to the potential for overtopping of the dam, it is recommended that the Owner develop a detailed emergency operation and warning system for Elmhurst Dam as soon as practical.

However, the spillway (main and auxiliary) will not pass the Probable Maximum Flood (PMF) or one-half of the PMF without overtopping the dam. If Lake Scranton Dam should fail due to overtopping, the hazard to loss of life downstream from the dam would be significantly increased from that which would exist just prior to overtopping the dam. Based on criteria established for these studies by the Department of the Army, Office of the Chief of Engineers (OCE), the spillway capacity is rated as seriously inadequate. The existing spillway can accommodate a flood with a peak inflow of 28 percent of the PMF peak flow. Lake Scranton Dam is located upstream of No. 5 Dam. Failure of Lake Scranton Dam due to overtopping would probably cause overtopping and failure of this downstream dam. Williams Bridge Dam is located upstream of Lake Scranton Dam. Results of a Phase I Investigation Report on Williams Bridge Dam showed that the spillway capacity of Williams Bridge Dam was rated as seriously inadequate, based on criteria established by OCE for these studies. If Williams Bridge Dam should fail because of overtopping, the overtopping potential and the potential for failure of Lake Scranton and No. 5 Dams are greatly increased. The safety of Lake Scranton Dam is, therefore, directly affected by the safety of Williams Bridge Dam.
