Book excerpt: Park Place Dam No. 3 is a 32 foot high earthen embankment across an unnamed tributary of North Mahanoy Creek. The 685 foot long embankment impounds a 109 acre-foot reservoir within an 0.27 square mile drainage basin. Since very limited data exists regarding the physical features of the dam and appurtenances, most of the features described herein were obtained from field measurements taken during this inspection. The downstream slope was measured to be 2H:1V and is covered with riprap and occasional vegetation, as shown on Photographs 7 and 8. The average upstream slope could not be measured as the very small freeboard between the crest of the dam and the normal pool prevented a reliable measurement. The upstream portion of the slope between the crest and to at least several feet below the waterline was covered with riprap. The crest width ranges from 10 to 12 feet and averages approximately 11 feet wide. A 10-inch water supply pipe is located at the base of the embankment. An eight-inch water supply line branches off in the downstream valve house at the downstream toe. Discharge through both lines is controlled by valves located in the valve house.

Book excerpt: Pole Run Dam No. 4 is a 30 foot high earthen embankment across Pole Run, a tributary of North Mahanoy Creek. The 780 foot long dam impounds a nine acre reservoir within an 0.58 square mile drainage basin. Very limited data exists regarding the physical features of the dam. The average measured downstream slope is 2H:1V, and the slope is covered with stone and vegetation. Since the average freeboard of the structure is less than one foot at normal pool level, the upstream slope could not be measured. A portion of the upstream slope is covered with stone, and this stone could be seen to extend at least two feet below the water and it is probable that it extends several feet below that elevation. The crest width ranges from 15 feet to 27 feet. The spillway is located at the right abutment, and consists of an open concrete channel with concrete retaining walls. The water supply intakes could not be inspected as they are below water and the pipes are buried in the embankment. The outlet pipes were inspected and three pipes were found. Near the toe of the dam, valves were located which are presumably used to control flow through the pipes.

A secondary embankment (Right Arm) is located north of the main embankment. This embankment is 320 feet long and 7 feet high. The crest width is 8 feet. The spillway is located on the main embankment 780 feet from the left abutment. The spillway is rectangular shaped with stone masonry retaining walls forming the sides. The weir length is 40 feet long. The spillway discharges into a gully created by erosion and eventually flows into Raven Run No. 2 Reservoir. The inspection and review of data of Raven Run Dam No. 3 did not reveal any problems which require emergency action. The dam appears to be in fair condition but poorly maintained and operated. The spillway and reservoir are capable of controlling approximately 58% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate.

Waste House Run No. 3 Dam is a high hazard-intermediate size dam. The dam is in fair condition. The spillway design flood is the PMF (Probable Maximum Flood). The spillway and reservoir are capable of controlling approximately 55% of the PMF without overtopping the embankment. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate. Seepage is exiting at several locations at the toe of dam. One of these seepage areas is approximately 8 feet above the toe of dam on the upstream wall of the valve house. Significant movement of the downstream slope and walls of the valve house are in evidence and additional analyses are warranted.

The spillway crest has a total length of 35 feet and has an irregular bottom. Immediately downstream of Kehly Run Dam No. 3 is a swimming pool which forms tailwater on the dam. This swimming pool is formerly Kehly Run Dam No. 2. Upstream of Kehly Run Dam No. 3 are three reservoirs (Kehly Run Dams No. 4, 5, 6). Kehly Run Dam No. 3 appears to be in fair condition. Several areas of 'possible past instability' are apparent on the downstream slope. In addition, extensive seepage areas have been reported in the past but may be obscured by the tailwater. Maintenance of the dam and operating facilities is considered poor. The spillway design flood is the PMF (probable maximum flood). The spillway and reservoir are capable of controlling approximately 17% of the PMF without overtopping the embankment.

The embankment has a puddled impervious core and riprap on both the upstream and downstream slopes. The spillway is located at the right abutment of the dam. It is an excavated, riprapped channel with irregular geometry. The invert of the channel is 2.6 feet below the design level of the top of the dam. A 12-inch diameter cast-iron pipe with a valve at the downstream end extends through the center of the embankment and regulates flows. Olyphant No. 2 Dam is 0.5 mile downstream. The dam is located on Grassy Island Creek approximately 1.7 miles east of the Village of Winton, Pennsylvania.

A 4 foot wide walkway is provided near the center of the downstream slope at the right abutment. The spillway is located on the right abutment and consists of a grouted masonry lined overflow. The spillway is 40 feet wide and near ogee in shape. The inspection and review of data of Brandonville Pumping Station Dam did not reveal any problems which require emergency action. The dam appears to be in fair condition but poorly maintained. The spillway and reservoir are capable of controlling 6% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate, but not seriously inadequate.

The principal spillway is a two-stage drop inlet spillway with a 30' diameter reinforced concrete pipe. The riser unit is 2.5 feet by 7.5 feet and is 33 feet high. The emergency spillway is located on the left abutment and is formed by a trapezoidal shaped open cut in glacial sand clay and gravel. The bottom width of the spillway channel is 100 feet. The spillway exit channel is 482 feet long and discharges on the left hillside below the toe of the dam. The inspection and review of data of North Fork Dam did not reveal any problems which require emergency action. The dam appears to be stable, well maintained, safely operated and in good condition. However, the spillway and reservoir are capable of controlling 60% of Probable Maximum Flood without overtopping the earth embankment. Based upon criteria established by the Corps of Engineers, the spillway is termed inadequate, but not seriously inadequate. In addition, the earth berm in the emergency spillway exit channel is low and overtopping of the berm during flood conditions will cause erosion of the embankment/abutment contact. This spillway berm will be overtopped at approximately 25% of the PMF.

The condition of Lake Walter Dam is considered to be good. The swampy condition at the toe of the dam is not considered to be significant at this time; however, the condition should be monitored to document if seepage is developing.

The spillway discharge channel extends 625 feet downstream of the weir and bypasses Kehly Run Dam No. 4. The spillway and reservoir are capable of controlling approximately 75% of the PMF without overtopping the earth embankment. Based on criteria established by the Corps of Engineers, this spillway is termed inadequate. The long term affect of the seepage and wet areas on the abutments, and erosion of the slopes should be evaluated. Heavy growth of vegetation on the slopes should be selectively removed.

Based on criteria established by the Corps of Engineers, the spillway is termed adequate. The seepage exiting below the toe of the dam should be monitored at regular intervals. In addition, a subsidence investigation should be conducted to determine the effects of past and present mining beneath the structure.
