Book excerpt: The Mud Run Dam was designed and constructed in 1879 by the Philadelphia and Reading Coal and Iron Company. It was described in a 1914 report as an earthfill structure 1,124 feet in length. Very little information could be obtained as to the original construction. It was reported that the ground surface was well plowed to form a good bond with the fill and that the material, which was a mixture of clay and disintegrated conglomerate, was laid in layers and rolled. The dam was practically rebuilt in 1903 by adding to the then existing structure. The centerline was moved 16 feet downstream and the dam crest was increased from 8 feet to 24 feet in width and raised five feet in elevation. The downstream slope was changed from 1-1/2H to 1V to 2H to 1V and both slopes were paved with riprap. The material used in the enlargement was clay and disintegrated conglomerate which was laid in layers from 6 inches to 8 inches and rolled. A concrete core wall five feet wide on top and ten feet wide at the bottom was carried through a previous layer of underlying sand and gravel.

Soil Conservation Service for flood control purposes. The principal features of the dam include the embankment, a concrete drop inlet type primary spillway and an emergency spillway section at the right abutment. The emergency spillway is constructed as an earth structure with the overflow section about six feet lower than the crest of the main embankment. The embankment crest design elevation is 1126 and its length is 795 feet from the left abutment to the emergency spillway. The height of the dam is 35 feet above the streambed. A two foot thick blanket drain is located under the downstream slope of the embankment. This blanket is composed of a filter material and is about 450 feet by 40 feet in plan dimension. The primary spillway is a reinforced concrete riser located at the upstream toe of the embankment near the center of the dam.

This wall is founded on rock. The top of the core wall is at elevation 1432.5 which is 2.5 feet below the crest elevation of the embankment at elevation 1435.0. (Note: Project datum is 25 feet less than the USGS elevations). Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in good condition. The hydrologic and hydraulic calculations indicate that the spillway for this dam has the capacity for passing 47 percent of the Probable Maximum Flood (PMF) without overtopping the embankment. Although 1/2 PMF will cause some overtopping, the depth of flow due to the overtopping is less than that judged to cause failure and therefore, the spillway, while inadequate, is not considered seriously inadequate.

The length of the earthfill structure is about 1,430 feet of which 630 feet crosses the valley and 800 feet is along the right bank of the reservoir. A 245 foot long spillway is located across the original streambed. The concrete gravity spillway section has a crest elevation of 3 feet below the low point of the embankment and contains three sluice gates (Appendix F, Plate IV). The lake was used as a recreational facility, but considerable siltation has occurred in the reservoir. Two sluice gates are partially opened to permit drying out of the silt for future removal. To increase flow in the left corner of the reservoir, and to prevent stagnant water in this area used for swimming, a box culvert was constructed through the embankment. This culvert is in very poor condition. The embankment crest elevation is about 12 feet above streambed, although most of the length is not more than 8 or 9 feet.

Book excerpt: Pole Run Dam No. 4 is a 30 foot high earthen embankment across Pole Run, a tributary of North Mahanoy Creek. The 780 foot long dam impounds a nine acre reservoir within an 0.58 square mile drainage basin. Very limited data exists regarding the physical features of the dam. The average measured downstream slope is 2H:1V, and the slope is covered with stone and vegetation. Since the average freeboard of the structure is less than one foot at normal pool level, the upstream slope could not be measured. A portion of the upstream slope is covered with stone, and this stone could be seen to extend at least two feet below the water and it is probable that it extends several feet below that elevation. The crest width ranges from 15 feet to 27 feet. The spillway is located at the right abutment, and consists of an open concrete channel with concrete retaining walls. The water supply intakes could not be inspected as they are below water and the pipes are buried in the embankment. The outlet pipes were inspected and three pipes were found. Near the toe of the dam, valves were located which are presumably used to control flow through the pipes.

The dam and spillway structures are currently in poor condition. In accordance with criteria established by Federal (OCE) Guidelines, the recommended spillway design flood for this 'Small' size dam and 'Significant' hazard classification is the 100 Year Flood to one-half the Probable Maximum Flood (PMF). Based on the damage center located 2,000 feet downstream of the dam, the one-half PMF event has been selected as the spillway design flood. Hydrologic and hydraulic computations presented in Appendix D indicate that the spillway structure is capable of discharging less than 0.1 PMF without overtopping the embankment. As the structure will not discharge the spillway design flood without overtopping the embankment, it is considered to have an 'Inadequate' spillway. (Author).

In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small and the hazard classification is high. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of one-half the Probable Maximum Flood (PMF) to the full PMF. The recommended SDF for this structure is one-half the PMF. The spillway capacity is adequate for passing only 8 percent of the PMF peak inflow without overtopping the dam. Possible failure of the structure will, however, not significantly increase the hazard downstream. The spillway is considered to be inadequate, but not seriously inadequate. Some recommendations presented for immediate action by the owner are: (1) that measures shall be taken to provide an adequate spillway capacity, (2) that the left forebay wall be repaired or replaced, (3) that the valves on the blow-off pipes be maintained and operated on a regular basis, and (4) that a formal surveillance and downstream warning system be developed for use during periods of high or prolonged rainfall.

The embankment height was increased in 1901 or 1904 and again in 1935 to its present configuration. The length of the embankment is about 850 feet with a maximum height of 32 feet. Four 20-inch pipes are placed under the embankment with valves at the downstream end without control at the upstream end. The pipes are supported on a masonry wall. The outlets of these pipes are not visible because they are submerged under the backwater of the Lake Hauto Dam, which is located immediately downstream. The spillway is located in the left abutment, about 100 feet from the end of the dam. The spillway is a concrete ogee weir and the discharge channel is cut out of the rock. The length of the ogee section is 94.5 feet and the weir crest is 2.0 feet above the approach channel. The left side of the spillway is sloped and cement paved. The right side is a vertical wall of stone, laid in mortar.

Quadrangle - Pine Grove, Pa. The general appearance of the Black Creek Intake Dam is good, except that a heavy growth of trees covers the downstream slope of the embankment (Photograph No. 2). The slopes appear to be stable. A considerable amount of water was flowing through rocks just beyond the downstream toe near the spillway. This water appears to originate from the spillway channel. The overall visual evaluation of these facilities indicates that the dam is in good condition. The trees on the embankment should be removed. The observed steady seepage beyond the toe of the embankment adjacent to the spillway outlet channel has been a long standing condition (40 + or - years) and is not considered to be a serious problem at this time.

Book excerpt: Kehly Run Dam No. 3 is an earth and rockfill dam 442 feet long and approximately 33 feet high. The spillway is an open cut channel located on the left abutment. The spillway crest has a total length of 35 feet and has an irregular bottom. Immediately downstream of Kehly Run Dam No. 3 is a swimming pool which forms tailwater on the dam. This swimming pool is formerly Kehly Run Dam No. 2. Upstream of Kehly Run Dam No. 3 are three reservoirs (Kehly Run Dams No. 4, 5, 6). Kehly Run Dam No. 3 appears to be in fair condition. Several areas of 'possible past instability' are apparent on the downstream slope. In addition, extensive seepage areas have been reported in the past but may be obscured by the tailwater. Maintenance of the dam and operating facilities is considered poor. The spillway design flood is the PMF (probable maximum flood). The spillway and reservoir are capable of controlling approximately 17% of the PMF without overtopping the embankment.

Book excerpt: The assessment of Waste House Run No. 3 Dam is based upon visual observations made at the time of inspection, interviews with the owner and hydrologic and hydraulic analyses. Waste House Run No. 3 Dam is a high hazard-intermediate size dam. The dam is in fair condition. The spillway design flood is the PMF (Probable Maximum Flood). The spillway and reservoir are capable of controlling approximately 55% of the PMF without overtopping the embankment. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate. Seepage is exiting at several locations at the toe of dam. One of these seepage areas is approximately 8 feet above the toe of dam on the upstream wall of the valve house. Significant movement of the downstream slope and walls of the valve house are in evidence and additional analyses are warranted.
