Book excerpt: The assessment of Mahanoy Dam No. 2 is based upon visual observations made at the time of inspection, review of available records and data, hydraulic and hydrologic computations and past operational performance. Mahanoy Dam No. 2 appeared to be in poor condition. Vegetation consisting of brush and small trees were observed on the upstream and downstream slopes. Erosion was noted on the downstream embankment near the maximum section of the dam. Several wet areas were located on the downstream face of the embankment during the inspection. One seepage point was noted at the right abutment contact and two other seepage points were observed near the left abutment. The reservoir drain valves have not been operated in the recent past. Maintenance of the dam and operating facilities is considered poor. Mahanoy Dam No. 2 is a high hazard-small size dam. The spillway design flood is the 1/2 PMF to PMF (Probable Maximum Flood). Based on the downstream potential for loss of life the spillway design flood for this dam has been selected as the PMF. Mahanoy Dam No. 2's spillway is capable of controlling approximately 12% of the PMF without overtopping the embankment. Based on criteria established by the Corps of Engineers, the spillway is termed seriously inadequate. If Mahanoy Dam No. 2 should fail due to overtopping, hazard to loss of life and property downstream of the dam would be significantly increased from that which would exist prior to the overtopping. Mahanoy Dam No. 2 is classified as unsafe, non-emergency.

Book excerpt: Park Place Dam No. 3 is a 32 foot high earthen embankment across an unnamed tributary of North Mahanoy Creek. The 685 foot long embankment impounds a 109 acre-foot reservoir within an 0.27 square mile drainage basin. Since very limited data exists regarding the physical features of the dam and appurtenances, most of the features described herein were obtained from field measurements taken during this inspection. The downstream slope was measured to be 2H:1V and is covered with riprap and occasional vegetation, as shown on Photographs 7 and 8. The average upstream slope could not be measured as the very small freeboard between the crest of the dam and the normal pool prevented a reliable measurement. The upstream portion of the slope between the crest and to at least several feet below the waterline was covered with riprap. The crest width ranges from 10 to 12 feet and averages approximately 11 feet wide. A 10-inch water supply pipe is located at the base of the embankment. An eight-inch water supply line branches off in the downstream valve house at the downstream toe. Discharge through both lines is controlled by valves located in the valve house.

Book excerpt: Pole Run Dam No. 4 is a 30 foot high earthen embankment across Pole Run, a tributary of North Mahanoy Creek. The 780 foot long dam impounds a nine acre reservoir within an 0.58 square mile drainage basin. Very limited data exists regarding the physical features of the dam. The average measured downstream slope is 2H:1V, and the slope is covered with stone and vegetation. Since the average freeboard of the structure is less than one foot at normal pool level, the upstream slope could not be measured. A portion of the upstream slope is covered with stone, and this stone could be seen to extend at least two feet below the water and it is probable that it extends several feet below that elevation. The crest width ranges from 15 feet to 27 feet. The spillway is located at the right abutment, and consists of an open concrete channel with concrete retaining walls. The water supply intakes could not be inspected as they are below water and the pipes are buried in the embankment. The outlet pipes were inspected and three pipes were found. Near the toe of the dam, valves were located which are presumably used to control flow through the pipes.

Based on visual inspection, available records, calculations and past operational performance, PA-467 Dam is judged to be in good condition. The existing spillway can pass the Probable Maximum Flood(PMF) without overtopping of the dam. The spillway capacity is rated as adequate. There is a slope stability analysis for the embankment, and it indicates that the embankment has adequate factors of safety. There is no evidence of significant problems threatening the embankment.

If Lake Susquehanna Dam should fail due to overtopping, the hazard to loss of life downstream from the dam would be significantly increased from that which would exist just prior to overtopping. Based on criteria established for these studies by the Department of the Army, Office of the Chief of Engineers (OCE), the spillway capacity is rated as inadequate. One-half the PMF is less than the spillway capacity; therefore, based on the OCE criteria, the spillway is not rated as seriously inadequate.

The spillway is 40 feet wide and near ogee in shape. The inspection and review of data of Brandonville Pumping Station Dam did not reveal any problems which require emergency action. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate, but not seriously inadequate.

The upper portion of the downstream slope consists of an earthfill. The reservoir drain conduit consists of one 6-inch cast iron pipe. The spillway discharge channel extends 625 feet downstream of the weir and bypasses Kehly Run Dam No. 4. Based on criteria established by the Corps of Engineers, this spillway is termed inadequate. The long term affect of the seepage and wet areas on the abutments, and erosion of the slopes should be evaluated. Heavy growth of vegetation on the slopes should be selectively removed.

One of these seepage areas is approximately 8 feet above the toe of dam on the upstream wall of the valve house. Significant movement of the downstream slope and walls of the valve house are in evidence and additional analyses are warranted.
