Book excerpt: Bedrock at Kehley Run Dam No. 6 is the Schuykill member of the Pottsville Formation, which is conglomerate, conglomeratic sandstone and sandstone with minor shale interbeds. It is generally a hard resistant rock unit. Stratigraphically above the Pottsville, the Llewellyn Formation comprises the core of the synclinal fold. It is sandstone, conglomerative sandstone and shale with numerous mineable coals. The Lykens Valley No. 3 coal is near the base of the Schuykill Member and beneath that is the Lyken Valley No. 2 coal neither of which appear to have been mined beneath the reservoir. According to PennDER, Bureau of Topographic and Geologic Survey, areas adjacent to the reservoir on the northeast and southwest have been strip mined. No signs of strip mining were found close enough to the dam or reservoir to be considered a potential hazard (Author).

Book excerpt: Kehly Run Dam No. 3 is an earth and rockfill dam 442 feet long and approximately 33 feet high. The spillway is an open cut channel located on the left abutment. The spillway crest has a total length of 35 feet and has an irregular bottom. Immediately downstream of Kehly Run Dam No. 3 is a swimming pool which forms tailwater on the dam. This swimming pool is formerly Kehly Run Dam No. 2. Upstream of Kehly Run Dam No. 3 are three reservoirs (Kehly Run Dams No. 4, 5, 6). Kehly Run Dam No. 3 appears to be in fair condition. Several areas of 'possible past instability' are apparent on the downstream slope. In addition, extensive seepage areas have been reported in the past but may be obscured by the tailwater. Maintenance of the dam and operating facilities is considered poor. The spillway design flood is the PMF (probable maximum flood). The spillway and reservoir are capable of controlling approximately 17% of the PMF without overtopping the embankment.

Book excerpt: Kehly Run Dam No. 5 is an earthfill dam which is semi-circular in plan and convex in the downstream direction. The embankment is 1,050 feet long and 25 feet high. The crest width varies from 15 feet to 25 feet wide. The lower part of the downstream slope of the embankment consists of hand placed stone. The upper portion of the downstream slope consists of an earthfill. The reservoir drain conduit consists of one 6-inch cast iron pipe. The spillway is located on the left abutment and consists of a stonelined chute. The spillway is 39 feet long with 4H:1V sideslopes. The spillway discharge channel extends 625 feet downstream of the weir and bypasses Kehly Run Dam No. 4. The spillway and reservoir are capable of controlling approximately 75% of the PMF without overtopping the earth embankment. Based on criteria established by the Corps of Engineers, this spillway is termed inadequate. The long term affect of the seepage and wet areas on the abutments, and erosion of the slopes should be evaluated. Heavy growth of vegetation on the slopes should be selectively removed.

Book excerpt: Pole Run Dam No. 4 is a 30 foot high earthen embankment across Pole Run, a tributary of North Mahanoy Creek. The 780 foot long dam impounds a nine acre reservoir within an 0.58 square mile drainage basin. Very limited data exists regarding the physical features of the dam. The average measured downstream slope is 2H:1V, and the slope is covered with stone and vegetation. Since the average freeboard of the structure is less than one foot at normal pool level, the upstream slope could not be measured. A portion of the upstream slope is covered with stone, and this stone could be seen to extend at least two feet below the water and it is probable that it extends several feet below that elevation. The crest width ranges from 15 feet to 27 feet. The spillway is located at the right abutment, and consists of an open concrete channel with concrete retaining walls. The water supply intakes could not be inspected as they are below water and the pipes are buried in the embankment. The outlet pipes were inspected and three pipes were found. Near the toe of the dam, valves were located which are presumably used to control flow through the pipes.

The dam consists of a homogeneous earthfill embankment that is 680 feet long and 64 feet high at its maximum section. The main spillway is a drop spillway located near the left abutment of the dam. It consists of a concrete riser connected to a 30-inch diameter reinforced concrete pipe under the embankment. One 12-inch by 21-inch uncontrolled orifice is located in the upstream face of the concrete riser with the orifice crest at El. 1227.0, which is 27 feet below design elevation of the top of the dam. The auxiliary spillway is an excavated channel at the right abutment of the dam. It is grass-lined except for portions that were excavated into rock. The hazard classification is high hazard. Downstream conditions indicate that a high hazard classification is warranted for PA-468 Dam. It is owned by the Susquehanna County Commissioners. Its purpose is for flood control.

Book excerpt: Maple Lake Dam is an earthfill embankment 14.4 feet high and 283 feet long, excluding spillway. The emergency spillway is located at the left abutment, consisting of an earth channel having a trapezoidal cross section. The bottom width of the spillway at the reservoir outlet is 56 feet. A service spillway, consisting of a 12-inch riser pipe and an 8-inch diameter outlet pipe, is located approximately 100 feet from the right abutment. The outlet works was reported to consist of an 8-inch diameter asbestos cement pipe, extending upstream of the riser pipe to the reservoir and terminating with two sections of an 8-inch diameter vitrified clay pipe, having a concrete plug at the inlet. Based on visual inspection, the Maple Lake Dam is judged to be in good condition. Under the present conditions, the spillway will pass approximately 37 percent of the PMF. Should the top of the dam be restored to its design elevation, the spillway could pass the SDF without overtopping the dam.

If the embankments were raised 0.7 foot to their design elevation, the dam could pass the PMF with 0.05 foot of freeboard. The spillway capacity would then be rated as adequate. A low area between the two embankments acts as an auxiliary spillway. There is no stability analysis for the embankments. There is no evidence of significant problems threatening the embankments. The spillway weir is judged to be stable.

The condition of Lake Walter Dam is considered to be good. One of these seepage areas is approximately 8 feet above the toe of dam on the upstream wall of the valve house. Significant movement of the downstream slope and walls of the valve house are in evidence and additional analyses are warranted.

The existing spillway can pass 17 percent of the Probable Maximum Flood (PMF) without overtopping of the dam. The resulting outflows from the failure of Curtis Dam would probably overtop and cause the failure of Emlhurst Dam. This would result in the loss of life. As a whole, the dam is judged to be in fair condition. If the low areas of the top of the embankment were raised 1.1 feet to the design elevation and if the low areas of the dike were raised 2.0 feet to the design elevation, the spillway could pass 46 percent of the PMF. The spillway capacity would still be rated as seriously inadequate. There is no evidence of stability problems on the embankment. The spillway and auxiliary spillway sections meet the OCE guidelines for stability. A length of the left spillway training wall has failed.

Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in poor condition. In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small, and the hazard classification is significant. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of the 100-year flood to one-half the Probable Maximum Flood (PMF). The recommended SDF for this structure is the 100-year flood. The spillway capacity is sufficient for passing the SDF peak inflow without overtopping the dam. The spillway, therefore, is considered to be adequate.
