Book excerpt: Based on visual inspection, available records, calculations, past operational performance, and according to criteria established for these studies, Curtis Dam is judged to be unsafe, nonemergency, because the spillway capacity is rated as seriously inadequate. The existing spillway can pass 17 percent of the Probable Maximum Flood (PMF) without overtopping of the dam. The resulting outflows from the failure of Curtis Dam would probably overtop and cause the failure of Emlhurst Dam. This would result in the loss of life. As a whole, the dam is judged to be in fair condition. If the low areas of the top of the embankment were raised 1.1 feet to the design elevation and if the low areas of the dike were raised 2.0 feet to the design elevation, the spillway could pass 46 percent of the PMF. The spillway capacity would still be rated as seriously inadequate. There is no evidence of stability problems on the embankment. The spillway and auxiliary spillway sections meet the OCE guidelines for stability. A length of the left spillway training wall has failed.

The dam was built in a natural saddle. The embankments impound water within the saddle. The dam has a main spillway and an auxiliary spillway. The main spillway is located at the right abutment of the South Embankment. It has a sharp-crested concrete weir with a crest length of 100 feet. The auxiliary spillway is a canal about 300 feet left of the South Embankment. Based on visual inspection, available records, calculations and past operational performance, Marshwood Dam is judged to be in fair condition. The spillway can pass 65 percent of the Probable Maximum Flood (PMF) without overtopping of the dam. The spillway capacity is rated as inadequate. This rating is dependent on implementation of some of the recommendations herein. If the low areas on the embankments were raised 0.6 foot to the design elevation, the spillway can pass 80 percent of the PMF. The spillway capacity would still be rated as inadequate.

Because there is no analysis available, the structural stability of the masonry gravity spillway is unknown. The spillway right training wall does not have any significant deviations from the guidelines for stability. There is no evidence of instability on the embankment.

Book excerpt: This report is prepared under guidance contained in the Recommended Guidelines for Safety Inspection of Dams, for Phase I Investigations. The purpose of the Phase I investigation is to identify expeditiously those dams which may pose hazards to human life or property. The assessment of the general condition of the dam is based upon available data and visual inspections. Detailed investigation, and analyses involving topographic mapping, subsurface investigations, testing, and detailed computational evaluations are beyond the scope of a Phase I investigation; however, the investigation is intended to identify any need for such studies. In reviewing this report, it should be realized that the reported condition of the dam is based on observations of field conditions at the time of inspection along with data available to the inspection team. In cases where the reservoir was lowered or drained prior to inspection, such action, while improving the stability and safety of the dam, removes the normal load on the structure and may obscure certain conditions which might otherwise be detectable if inspected under the normal operating environment of the structure.

Book excerpt: The visual inspection and review of available data indicate that Duck Pond Dam is in fair condition. The lack of embankment protection from spillway flows and the inadequate spillway capacity are the primary deficiencies which cause concern for the safety of this dam. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for this facility is in the range of the 100 year flood to 1/2 the Probable Maximum Flood (PMF). Based on the size of the dam and degree of downstream hazard, the selected SDF is the 100 year flood. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and outlet works discharge capacity will not pass the SDF (100 year flood) prior to overtopping the embankment. In accordance with the criteria outlined and evaluated in Section 5.5 of this report, the discharge capacity for Duck Pond Dam is considered to be inadequate.

In the absence of a spillway, the dam is subject to frequent overtopping. Based on the downstream hazard and in accordance with the recommended guidelines, the minimum selected Spillway Design Flood (SDF) for the facility is the 100-year flood. Results of the hydrologic and hydraulic analysis indicate that the peak discharge of the 100-year flood is 200 cfs. The existing facility will not pass the 100-year flood without overtopping the dam. Although the dam has withstood frequent overtopping since its construction, the maximum depth of past overtopping could not be verified. Therefore, in the absence of a spillway and based on the downstream hazard, the facility is rated inadequate. Although there is significant leakage and seepage through the dam, the available information is insufficient to evaluate its structural stability. The Dam is not properly maintained, as evidenced by the heavy growth of trees on the embankment and the numerous burrows on its downstream slope. (Author).

The recommended Spillway Design Flood (SDF) for the size and hazard classification of the dam varies between the 100-year flood and 1/2 of the Probable Maximum flood (PMF). The selected SDF is the 1/2 PMF. The existing spillway will pass only about 40 percent of the PMF before overtopping of the dam occurs. The spillway capacity is rated as inadequate. The computed spillway capacity is, at best, a rough approximation. It is judged that there is a severe potential for collection of debris at the spillway which could reduce the spillway capacity considerably. The outlet works is only capable of discharging when the reservoir is above normal pool elevation. Access to the outlet works valve is judged to be unsuitable. No conditions of immediate concern were observed at the embankment.

The recommended SDF for this dam is the full PMF. The spillway capacity is inadequate to pass the SDF peak inflow without overtopping the dam. The project is capable of passing 95 percent of the PMF and is considered to be inadequate, but not seriously inadequate.
