Book excerpt: Bradford City No. 2 Dam is a diaphragm earthfill embankment dam with a maximum height of 44 feet and a crest length of 920 feet. Discharge is provided by an uncontrolled chute spillway located at the right abutment. The dam is owned and operated by the Bradford City Water Authority for water supply. The visual inspection and review of engineering data, performed in November 1978 through January 1979, indicate no serious deficiencies requiring emergency attention. The dam was found to be in fair overall condition at the time of inspection. However, the owner should immediately retain a qualified consultant for additional investigation of certain features. Hydraulic/hydrologic evaluations revealed that the spillway will not pass the Probable Maximum Flood (PMF) without overtopping the dam. Further, the spillway is considered 'inadequate' because the spillway will pass approximately 38 percent of the PMF before overtopping and failure is not likely to occur under the 50 percent PMF condition.

Book excerpt: Bradford City No. 5 Dam and Reservoir is a water supply dam owned and operated by the Bradford City Water Authority. The dam is also known by the names Tuna Creek and Hazelton Mills Dam. The total length of the dam is approximately 1200 feet of which the embankment is 1100 feet and the crest width of the ogee section spillway is 93 feet. The maximum height of the dam is 68 feet and the maximum reservoir storage is 3390 acre-feet. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will pass the Probable Maximum Flood(PMF) without overtopping the dam. The spillway is therefore considered 'adequate'. The dam was found to be in good overall condition at the time of the inspcetion. However, the owner should perform several items of work without delay.

Book excerpt: Bradford City No. 3 Dam consists of a diaphragm earthfill embankment approximately 47 feet high and 770 feet long. A core wall consisting of mortar and sandstone blocks was constructed in the center of the embankment. The core wall extends 25 feet into each hillside and approximately 9 feet below the original ground surface at the deepest point in the center of the valley. The visual inspections and review of engineering data, performed in November 1978 through February 1979, indicate no serious deficiencies in the embankment requiring emergency attention. The dam was found to be in good overall condition at the time of inspection. However, the inspection revealed certain items of maintenance and rehabilitation necessary for the dam. Hydraulic/hydrologic evaluations revealed that the spillway will not pass the Probable Maximum Flood (PMF) without overtopping the dam. The spillway is considered 'inadequate' because the analysis indicated the spillway will pass a maximum of 45 percent of the PMF before overtopping the dam, and failure of the dam is not likely to occur under 50 percent PMF conditions.

Book excerpt: Star Junction No. 2 Dam consists of an earthfill embankment and masonry spillway on the left abutment. The dam has a crest length of 341 feet, a maximum height of 30 feet and a storage volume of 31 acre-feet at the spillway crest level. The dam is classified by Corps of Engineers guidelines to be a small size, high hazard structure. Star Junction No. 2 Dam's embankment is assessed to be in poor condition. This is based on visual observations of the non-uniform slope, wet zones and state inspection reports. The downstream control was observed to be damaged and probably is not operable. No control or mechanism was observed to permit upstream flow control. The principal spillway is assessed to be in very poor condition. This is based on visual observations of the weir wall and training dike retaining wall. Both structures are partially collapsed and badly deteriorated and safe performance is questionable in the event of long-term, high discharge conditions.

The structure is classified as an 'intermediate' size, 'high' hazard dam and the Spillway Design Flood is the Probable Maximum Flood. The spillway capacity was found to be 'inadequate' because the non-overtopping flood discharge capacity, as estimated using the HEC-1 computer program, was found to be 42 percent of the PMF. The spillway is not 'seriously inadequate', because in the opinion of the evaluating engineer, the dam will not fail at 50 percent of the PMF.

A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Polk Dam. The 100-year flood was chosen as the SDF. During the 100-year flood, the dam is overtopped by a maximum of 0.61 foot for a duration of 1.50 hours. The spillway is therefore considered 'inadequate.' It is recommended that the owner immediately initiate an engineering study to further evaluate the spillway capacity and develop recommendations for remedial measures to reduce the overtopping potential of the dam. Several items of remedial work should be performed by the owner without delay.

Book excerpt: Beaver Dam is an earth embankment approximately 32 feet high and 385 feet long (including spillway). The dam is constructed with a masonry spillway located about 35 feet left of the right abutment. The crest of the spillway is 100 feet long and about 11 feet below the top of its wingwalls. Based on a visual inspection, operational history, and available engineering data, the dam is consisered to be in poor condition. The defunct facility has been essentially abandoned since 1952 and its reservoir is sediment filled. Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 36 percent of the PMF without embankment overtopping. Structural deficiencies noted by the inspection team included substantial embankment overgrowth, an access road cut through the embankment near the left abutment, cracking of the masonry spillway wingwalls, and a sediment filled reservoir. Due to the seriously inadequate spillway and overall poor condition, the facility is considered unsafe but non-emergency as failure is not considered imminent.
