Book excerpt: A must-have reference for contract management professionals, the CMBOK presents what should be learned by contract managers and how they should learn it. The content was developed through a voluntary consensus process governed and administered by NCMA to promote the fair development of consensus. This consensus was established through a job task analysis survey of contract managers and working groups comprised of subject matter experts in contract management. The CMBOK is not solely for the benefit of contract managers; contract managers are not the only ones involved in contract management activities. Numerous stakeholders measure success or failure by contract performance. Knowledge of contract management and competent contract management processes directly impacts the success of contract performance. The seventh edition of the CMBOK is primarily driven by the changes to the Contract Management Standard™ (CMS™). In June 2022, the American National Standards Institute (ANSI) reaffirmed the NCMA CMS™ as an American National Standard (ANS). This ANS [ANSI/NCMA ASD 1-2019 (R2022)—see Annex] serves as the CMBOK’s foundational document to expand, refine, and reorganize contract management knowledge. The CMBOK provides further definition of the field of contract management; the framework for the body of knowledge; and the practices, lexicon, and processes of contract management. In addition, it provides procedural steps for contract management processes in general, as well as for specialized areas, including government or commercial contracting.

The primary objective of this thesis was to apply an existing taxonomy to recent libraries of two different publications, one representative of Government contracting and one representative of commercial purchasing. Analysis of the results of this classification effort provided conclusive information about taxonomical similarities and differences between contracting and purchasing literature in these two publications. A secondary objective of this thesis was to assess the differences in subject matter between the two journals and by extension, the differences between Government contracting literature and commercial purchasing literature. The final objective of this thesis was to compile an annotated bibliography of articles primed in the contracting journal that have not been previously annotated.

A descriptive research method was used to answer the five investigative questions. These questions addressed the major themes and neglected topics, major contributing authors, focus, perspective, and evolution of the literature. The Delphi process of questioning was used to obtain expert opinion to support the purposefulness of the study and the definitization of the investigative questions. Once the Delphi process was completed, the investigative questions were developed. The literature analysis consisted of the review of 1,131 defense contract management articles published in the National Contract Management Journal and the Contract Management magazine. The study identified Federal Acquisition Regulation System as the most popular topic in the literature while topics of a legal nature had been neglected. The 14 major contributors had written over 50 percent of the literature had a conceptual focus and its overall perspective was primarily editorial. The analysis of evolvement of the Contract Management magazine indicated that defense contract management had closely followed current events over the years. Theses.
