Book excerpt: This report contributes to the comprehensive evaluation of the Common Core of Data (CCD) program by providing an analysis of CCD definitions in order to identify potential classification problems. At the time of the evaluation, the CCD program consisted of four surveys. The focus of this evaluation is on the "Public Elementary/Secondary Education Agency Survey." The evaluation process was initiated by researching state statutes and administrative codes to determine the powers, governance, and services provided by agencies in each state. A detailed analysis of CCD definitions reveals that these definitions are generally inadequate. Many are neither exhaustive nor inclusive. The inadequacy and misinterpretation of these definitions leads to unreliable and invalid data. CCD definitions often do not draw a clear distinction between school and agency surveys. The definitions should be revised to be flexible and exhaustive, with clear documentation and explanation provided for instances in which individual arrangements in states differ from conventional approaches. All education surveys that use CCD definitions as their sampling frame should be coordinated. Changes are especially needed in the areas of enrollment and geographic coding. (Contains two tables.) Book excerpt: The elementary and secondary education data collection system has undergone a major transformation over the past decade, becoming a coordinated, cohesive system. This report reviews what the National Center for Education Statistics (NCES) can and cannot say about education in the United States for kindergarten through grade 12. Six issue areas have been defined by the Indicators Panel convened by the NCES. In the first part of this document, six types of data are juxtaposed against the following six issue areas: (1) institutions and their characteristics; (2) finance; (3) staffing; (4) curriculum and course content; (5) students; and (6) achievement. The second part of this report is then organized into sections that provide information on continuing data collections, new initiatives, and remaining gaps for each of these broad types of education data. Each section contains a description of the availability of the data specific to its subject, a bibliography of current and planned NCES publications on the topic, and a summary chart of the availability of data. The NCES remains committed to providing timely and policy-relevant data. The data collection system maintains its relevance by remaining flexible and responsive to new policy needs. An appendix provides a short profile of each national survey that collects data on education in kindergarten through grade 12. (SLD)

Data were reported to the Bureau of the Census for the National Center for Education Statistics by the state coordinators. Each record provides state and federal identification numbers, agency name, address, and telephone number, county name and FIPS code, agency type code, student counts, graduates and other completers counts, and other codes for selected characteristics of the agency. In addition, grade span, number of schools operated by the agency, and number of classroom teachers were aggregated.

Book excerpt: The early estimates system from which this report is gathered is designed to allow the National Center for Education Statistics (NCES) to publish key statistics before the end of the school year in which they are reported. The information is collected through contact with public school state education agencies. Public school estimates consist of: preliminary actual counts for individual states; estimates derived by the states for the NCES; and estimated values developed by the NCES from state-specific and national data. These estimates indicate that there were approximately 46.1 million students in U.S. public elementary and secondary schools in fall 1997, compared with 45.2 million in fall 1996. These students were taught by an estimated 2.7 million teachers. Student membership and teacher count data yield pupil-to-teacher ratios for grade levels prekindergarten through grade 12 of 16.9 for public schools in the 1997-98 school year. An estimated 2.4 million students graduated from high school in the 1996-97 school year. Revenues for public elementary and secondary education in fiscal year 1997 are estimated to be 297.2 billion, and they are expected to rise to approximately 309.7 billion in fiscal year 1998. The per-pupil expenditure for public education is estimated to be 6,131 per student in membership for the 1997-98 school year.
