But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.

UNDP's support to this nationally-driven process plays a critical role in enhancing its leadership role in capacity development. For UNDP, capacity development is the "how" of what it does and UNDP has put in extraordinary resources in its conceptualization and activities. UNDP has received international recognition for its lead role in the area. The model applied by UNDP is, however, largely a supply-driven model which is not bolstered by adequate organizational learning and incentive systems. The evaluation recommends that UNDP continue to enhance its lead role at the international level while developing and applying a model which is nationally driven, and seek to develop increased conceptual and managerial integration within the organization consistent with the objectives of the strategic plan. This final evaluation assessed the first cluster of the FAO CBIT projects – national projects in Cambodia, Mongolia and Papua New Guinea, and the global “Agriculture, forestry and other land use” (AFOLU) project. Overall, the evaluation rated the performance of the national CBIT projects under this evaluation as “satisfactory” and that of the Global CBIT-AFOLU project as “highly satisfactory”. Considering the ongoing portfolio of CBIT projects, the evaluation made recommendations for future CBIT projects. Such as: to consider mechanisms and strategies to institutionalize individual learnings and internalize knowledge and practices within and between the ETF-responsible institutions, and to devise knowledge management plans that go beyond communication and information sharing and encompass a detailed analysis of good practices, lessons and mechanisms for institutionalization of knowledge.

However, when that resource was almost exhausted and national assets held under the Nauru Phosphate Royalties Trust had been reduced to relatively minor holdings, the Government of Nauru sought and received assistance from the Asian Development Bank and the Australian Agency for International Development (AusAID) to prepare a National Sustainable Development Strategy to guide future development in the country. This case study examines innovative efforts to strengthen participatory capacity in Nauru to support development of the new strategy, focusing on the design and implementation of a participatory planning process which engendered wide community engagement and included communications with communities about the choices and trade-offs facing them moving forward.
