Book excerpt: The Nuclear Decommissioning Authority's systems for recording, scrutinizing and challenging claimed savings at Sellafield, the UK's largest and most hazardous nuclear site, provide moderate assurance of reported overall savings since 2009-10. The original target for site wide savings was £796 million over the initial period of the 'parent body' agreement between Nuclear Management Partners Limited and Sellafield Limited (from 2009 to 2014) at 2012 prices. Based on latest data, the Authority forecasts there will be site-wide savings over the initial period totalling £652 million, compared to the earlier, October 2012, forecast of £825 million. These forecast savings relate to impacts in the initial period and do not include the impacts of savings initiatives on costs in later years. During 2012-13 the Authority removed legacy ponds and silos from the savings target in order to focus these projects on achieving progress on the ground, rather than cost-savings. The Authority tracks savings by comparing the cost of work carried out with the estimated cost of that work in the contract baseline, adjusted to remove savings not attributable to Sellafield Limited's actions. Site-wide measurement and reporting of savings mitigates the risks of efficiency savings being claimed by reallocating costs between cost categories. This report does warn, however, that the exclusion of legacy ponds and silos from the savings target creates new risks to the accuracy of reported savings against that standard. The Authority understands the risks and to mitigate them intends to continue to monitor site-wide savings

Book excerpt: A report today by the National Audit Office highlights the considerable challenge faced by the Nuclear Decommissioning Authority in taking forward the clean-up of Sellafield, the UK's largest and most hazardous nuclear site. To date the performance of some of the major projects at Sellafield has been poor. The Authority inherited a legacy of poor planning and neglect over several decades when it took ownership of Sellafield in April 2005. The Authority achieved an important milestone in May 2011 when it approved a more robust lifetime plan for the clean-up of Sellafield site by 2120. The improved lifetime plan contributed to an increase in the Authority's provision for decommissioning the site to £67 billion (undiscounted) as at March 2012, up from £47 billion as at March 2009. Significant uncertainties and scheduling risks remain, which the authority is working to understand and address. For example, there is considerable uncertainty over the time required and cost of completing facilities to treat and store highly radioactive material held in deteriorating legacy ponds and silos. Today's report concluded that it is too early to judge whether the appointment of Nuclear Management Partners Limited as the parent body of Sellafield is delivering value for money.

Book excerpt: The Charity Commission did not properly consider whether The Cup Trust met the key legal requirement of being within the jurisdiction of the High Court of England and Wales before registering it as a charity in 2009, and was slow in handling the case. Earlier this year, the Public Accounts Committee concluded that The Cup Trust had been set up as a tax avoidance scheme. The Cup Trust submitted claims for £46 million Gift Aid on £176 million of payments from participants to the scheme, but gave just £152,292 to charitable causes between April 2009 and March 2013. The Gift Aid claims have not been paid. The Charity Commission did not give sufficient consideration to issues which might have enabled it to open a statutory inquiry into the Cup Trust in March 2011, and that it was slow to appreciate the potential impact of the case on public confidence in charities, which it has a statutory duty to increase. The Charity Commission did not take sufficient account of the scale and nature of the tax avoidance scheme in its case strategy, was narrowly focused on the legal position and paid insufficient attention to the wider issues of public detriment, which it would have been appropriate to pursue further.

Book excerpt: Although officially 'dismantled', the National Programme for IT in the NHS continues in the form of separate component programmes which are still racking up big costs. The original contracts with CSC totalled £3.1 billion for the setting up of the Lorenzo care records system in trusts in the North, Midlands and East. Despite the contractor's weak performance, the Department of Health is itself in a weak position in its attempts to renegotiate the contracts. It couldn't meet the contractual obligation to make enough trusts available to take the system. We still don't know what the full cost of the National Programme will be. The Department's latest estimate of £9.8 billion leaves out the future costs of Lorenzo or the potential large future costs arising from the Department's termination of Fujitsu's contract for care records systems in the South of England. Parliament needs to be kept informed not only of what additional costs are being incurred, but also of exactly what has been delivered so far. The Department estimates £3.7 billion of benefits to March 2012, just half of the costs incurred. There is still a long way to go before government departments can honestly say that they have learned and properly applied the lessons from previous contracting. Given the Department's track record with the National Programme, it is very hard to believe that the paperless NHS towards which the Department is working has much chance of being achieved by the target date of 2018

They are now been replaced by heavy trucks and lorries. African traditional methods of healing are now been substituted by hospitals. In all these, I will always love and remember Africa, the home of my birth and must respect her cultures and traditions as an AFRICAN AUTHOR.

It is therefore disappointing that after more than two years of the scheme being up and running, no evaluation is in place and no credible data is available to show whether the scheme is working or not. So far the areas which have gained most money tend to be the areas where housing need is lowest. The areas that have lost most tend to be those where needs are greatest. The Department has yet to demonstrate whether the New Homes Bonus works. Is it helping to create more new homes than would have been built anyway? Is it the best way for Government to use its limited resources to create more homes where they are needed most? Its planned evaluation of the Bonus scheme is now urgent
