Book excerpt: This National Audit Office report is on assurance for major government projects, such as the introduction of large IT systems, the construction of ships and helicopters and major changes to how services are delivered. There are 205 projects in the Government Major Project Portfolio, with a combined whole-life cost of £376 billion, and annual cost of £14.6 billion. Thirty nine of those projects have a delivery confidence rating of 'red' or 'amber/red'. The report supports the changes that government has made to the central assurance system for such projects - in particular, the launch of the Major Projects Authority - and finds that they have resulted in some significant impacts. However, the system is not yet 'built to last'. Processes need to be formalised, and the Authority, HM Treasury and departments need to co-operate more if these improvements are to continue. Transparent reporting of project data would also create a more effective and enduring system. An effective central system that gives assurance over project progress is critical for ensuring successful outcomes. Capacity constraints have had an impact on the effectiveness of the assurance system. The Authority is reporting on 160 more projects as part of the portfolio and carrying out more in-depth assurance work, but has 40 per cent fewer staff than the body it replaced. As a result, processes for sharing project lessons and for continuously improving the system remain informal, and there is overdependence on key individuals in the system.

Better price certainty and on-time delivery of good quality assets have been obtained by using PFI contracts. Only 22 per cent of public building projects had exceeded the cost initially expected by the public sector. Under previous contracts up to 73 per cent had overshot the original estimate. Only eight per cent of projects were delayed by more than two months. Public sector project managers were generally satisfied with the design, construction and performance of their PFI buildings. However, NAO did not try to judge whether PFI was the best procurement method for all public sector construction projects.

Book excerpt: The cost of cyber crime to the UK is currently estimated to be between £18 billion and £27 billion. Business, government and the public must therefore be constantly alert to the level of risk if they are to succeed in detecting and resisting the threat of cyber attack. The UK Cyber Security Strategy, published in November 2011, set out how the Government planned to deliver the National Cyber Security Programme through to 2015, committing £650 million of additional funding. Among progress reported so far, the Serious Organised Crime Agency repatriated more than 2.3 million items of compromised card payment details to the financial sector in the UK and internationally since 2011, preventing a potential economic loss of more than £500 million. In the past year, moreover, the public reported to Action Fraud over 46,000 reports of cyber crime, amounting to £292 million worth of attempted fraud. NAO identifies six key challenges faced by the Government in implanting its cyber security strategy in a rapidly changing environment. These are the need to influence industry to protect and promote itself and UK plc; to address the UK's current and future ICT and cyber security skills gap; to increase awareness so that people are not the weakest link; to tackle cyber crime and enforce the law; to get government to be more agile and joined-up; and to demonstrate value for money. Book excerpt: The National Audit Office has commended the early progress being made by the Government in implementing its ICT Strategy but has identified areas where progress has not kept pace with the Government's ambitions. Launched in March 2011, the Strategy is intended to tackle systemic problems in government ICT projects which in the past have tended to be too big, lengthy, risky and complex. Departments have independently developed systems which have often not communicated easily with one another. The broad aim of the Strategy is to reduce waste and project failure, create a common ICT infrastructure for government and use ICT to change how public services are delivered. The Government has adopted a pragmatic and collaborative approach and has largely met the first round of deadlines for taking action. New arrangements are in place to implement the Strategy; and the leadership, governance and mechanisms for making sure departments comply with the Strategy are different from those in the past and have the potential to secure benefits. Thirty actions from the Strategy have been rationalized into 19 delivery areas with a more consistent plan about how the new approaches and standards and the common ICT infrastructure will be taken forward. However, there are also a number of areas where not enough progress has been made. The Cabinet Office has not yet developed a system for measuring the extent to which the Strategy is resulting in sustained change. Gaps in ICT skills in the public sector also remain a serious challenge.
