It follows on from an NAO report (HCP 205, session 2007-08, Making Changes in Operational PFI Projects, ISBN 9780102951929). The Committee examined: staffing and management changes; the reasons for not putting larger changes out to competitive tender; the charging of management fees by SPVs (Special Purpose Vehicle), which are the separate companies created by the different companies involved in the PFI deal; the value for money of small changes. With PFI the public sector enter into long-term contractual arrangements with private sector companies to design, build, finance and operate a particular asset, such as a hospital or school. There are now over 500 operational projects with a combined capital value of £57 billion, with future payments amounting to £181 billion. With such long term contracts. changes will be needed to the services and assets provided under the PFI project. In 2006, £180 million was spent on changes. Major changes costing £100,000 or more accounted for 90 per cent of the total value of changes to PFI projects in 2006. The Committee has set out six conclusions and recommendations, including: in 2006, changes to operational PFI projects totalled £180 million, but many operational PFI contracts are under-managed; there are limits to the Treasury's capacity to control the allocation of resources to contract management at a local level; there is insufficient central support for contract managers; at present, 27 per cent of project changes over £100,000 are not subject to competition; management fees cost the taxpayer over £6 million a year; there are large differences in the cost of making similar minor changes to PFI projects.

Book excerpt: There has been a major revival of interest in State Capitalism: What it is, where it is found, and why it is seemingly becoming more ubiquitous. As a concept, it has evolved from radical critiques of the Soviet Union, to being deployed by neo-liberals to describe market reforms deemed imperfect, to settle into a middle ground, as a pragmatic way to describe the state assuming a role as an active economic agent, in addition to its regulatory, social, and security functions. The latter is the central focus of this book, although due attention is accorded to the origins of state capitalism and how it has changed over the years, as well as contemporary ways in which state capitalism may be theorized. This economic agency may assume direct forms, for example, via state owned enterprises. However, it may also be indirect, for example, actively serving private interests through promoting insider firms, who may occupy monopolistic market positions and perform outsourced state functions. In turn, this leads to raise salient governance questions. The latter may encompass agency tensions between public ownership, and political or even private interest control; it may also include issues of transparency and monitoring. Although state capitalism has often been depicted as the preserve of states in the global south, be they developmental or predatory, many forms of state capitalism are visible in mature economies, be they liberal or coordinated, and this is not always associated with superior governance arrangements; indeed, this is an area where clear and easy divisions between the developing or emerging world and the developed or mature world may increasingly be breaking down. This volume brings together the accounts of leading experts from around the world; it is explicitly multi-disciplinary, and both consolidates the exiting knowledge base, and provides new, novel, and counter-intuitive insights.

Book excerpt: The High Speed 1 line was delivered within the overall funding and timescale available for the project. However, this was at a higher cost and later than its targets. Construction of the line cost £6,163 million,18 per cent higher than the target costs. Despite missing these targets, this performance compares well with other railway projects. The line has performed well since it opened, with only 0.43 per cent of services being delayed in 2010-11 by infrastructure incidents, such as track or signal failures. However, the number of international passengers using the line is lower than originally forecast. This left the taxpayer exposed to the risk of lower-than-expected passenger income, which had been expected to repay the project debt. London & Continental Railways Ltd (LCR), which is owned by the Department, is in partnership with private sector developers at King's Cross and Stratford where development is under way. The original business case in 1998 was based on benefits to transport users from faster journey times and increased rail capacity and regeneration benefits. The total value of these benefits is not known as the Department has started to identify the methods it will use to evaluate the project's costs and benefits. The Department has not reassessed these costs and benefits since 2001, despite assurances to the Public Accounts Committee that it would do so. Restructuring LCR before the sale removed open-ended taxpayer support and the line was made an attractive opportunity for investors. The Department handled the sale well and, at £2,048 million, the winning bid was higher than expected.

This is in contrast to many other countries where the concept of an 'economic constitution' is well established, as it is in the law of the European Union. Given the extensive role of the state in attempting to resolve recent financial crises in the UK and elsewhere in Europe, it is particularly important to develop such an analysis. This book sets out different meanings of an economic constitution, and applies them to key areas of economic management, including taxation and public borrowing, the management of public spending, (including the Spending Review), monetary policy, financial services regulation, industrial policy (including state shareholdings) and government contracting. It analyses the key institutions involved such as the Treasury and the Bank of England, also including a number of less well-known bodies such as the Office for Budget Responsibility.
