Book excerpt: Implementation of a National Assessment of Educational Achievement focuses on the practical tasks involved in running a large-scale national assessment program. It has four parts. Part I provides an overview of the tasks involved - how the essential activities of an assessment are organized and implemented, the personnel and resources that are required, and the tasks that follow the collection of data. In Part II, a methodology for selecting a sample of students that will be representative of students in the education system is presented. Principles underlying sampling are described, as well as step-by-step procedures that can be implemented in nearly any national assessment. An accompanying CD contains supporting data files. Part III describes procedures for cleaning and managing data collected in a national assessment, essential elements of a quality assurance process. It also describes how to export and import data, that is, make data available in a format that is appropriate for users of statistical software such as Access, SPSS, WesVar, and Excel. The primary objective of this section is to enable the national assessment team develop and implement a systematic set of procedures to help ensure that the assessment data are accurate and reliable. Following sampling, test administration, data entry, and cleaning, the next step is to prepare data for analysis. In Part IV, a series of important pre-analysis steps, including producing estimates, computing and using survey weights, and computing estimates are described. The section dealing with the computation of estimates describes how they and their sampling errors are computed from simple and complex samples. Finally, a range of special topics, including nonresponse and issues relating to over-and under-size schools, is addressed.

From the stage of presidential debates to tonight's dinner table, it is an issue that most Americans are deeply concerned about. While there are many strategies for improving the educational process, we need a way to find out what works and what doesn't work as well. Educational assessment seeks to determine just how well students are learning and is an integral part of our quest for improved education. The nation is pinning greater expectations on educational assessment than ever before. We look to these assessment tools when documenting whether students and institutions are truly meeting education goals. But we must stop and ask a crucial question: What kind of assessment is most effective? At a time when traditional testing is subject to increasing criticism, research suggests that new, exciting approaches to assessment may be on the horizon. Advances in the sciences of how people learn and how to measure such learning offer the hope of developing new kinds of assessments-assessments that help students succeed in school by making as clear as possible the nature of their accomplishments and the progress of their learning. Knowing What Students Know essentially explains how expanding knowledge in the scientific fields of human learning and educational measurement can form the foundations of an improved approach to assessment. These advances suggest ways that the targets of assessment-what students know and how well they know it-as well as the methods used to make inferences about student learning can be made more valid and instructionally useful. Principles for designing and using these new kinds of assessments are presented, and examples are used to illustrate the principles. Implications for policy, practice, and research are also explored. Book excerpt: The issues surrounding the comparability of various tests used to assess performance in schools received broad public attention during congressional debate over the Voluntary National Tests proposed by President Clinton in his 1997 State of the Union Address. Proponents of Voluntary National Tests argue that there is no widely understood, challenging benchmark of individual student performance in 4th-grade reading and 8th-grade mathematics, thus the need for a new test. Opponents argue that a statistical linkage among tests already used by states and districts might provide the sort of comparability called for by the president's proposal. Public Law 105-78 requested that the National Research Council study whether an equivalency scale could be developed that would allow test scores from existing commercial tests and state assessments to be compared with each other and with the National Assessment of Education Progress. In this book, the committee reviewed research literature on the statistical and technical aspects of creating valid links between tests and how the content, use, and purposes of education testing in the United States influences the quality and meaning of those links. The book summarizes relevant prior linkage studies and presents a picture of the diversity of state testing programs. It also looks at the unique characteristics of the National Assessment of Educational Progress. Uncommon Measures provides an answer to the question posed by Congress in Public Law 105-78, suggests criteria for evaluating the quality of linkages, and calls for further research to determine the level of precision needed to make inferences about linked tests. In arriving at its conclusions, the committee acknowledged that ultimately policymakers and educators must take responsibility for determining the degree of imprecision they are willing to tolerate in testing and linking. This book provides science-based information with which to make those decisions.

Developing Assessments for the Next Generation Science Standards develops an approach to science assessment to meet the vision of science education for the future as it has been elaborated in A Framework for K-12 Science Education (Framework) and Next Generation Science Standards (NGSS). These documents are brand new and the changes they call for are barely under way, but the new assessments will be needed as soon as states and districts begin the process of implementing the NGSS and changing their approach to science education. The new Framework and the NGSS are designed to guide educators in significantly altering the way K-12 science is taught. The Framework is aimed at making science education more closely resemble the way scientists actually work and think, and making instruction reflect research on learning that demonstrates the importance of building coherent understandings over time. It structures science education around three dimensions - the practices through which scientists and engineers do their work, the key crosscutting concepts that cut across disciplines, and the core ideas of the disciplines - and argues that they should be interwoven in every aspect of science education, building in sophistication as students progress through grades K-12. Developing Assessments for the Next Generation Science Standards recommends strategies for developing assessments that yield valid measures of student proficiency in science as described in the new Framework. This report reviews recent and current work in science assessment to determine which aspects of the Framework's vision can be assessed with available techniques and what additional research and development will be needed to support an assessment system that fully meets that vision. The report offers a systems approach to science assessment, in which a range of assessment strategies are designed to answer different kinds of questions with appropriate degrees of specificity and provide results that complement one another. This report describes the most recent research in this series of studies â the motivation-related factors and effects of online NAPLAN testing in the numeracy domain. This research has shown that motivation is a relevant factor in studentsâ performance in NAPLAN, the effects of fixed and branched online NAPLAN approaches, and studentsâ subjective experience of the online NAPLAN test. The findings shed further light on the effects of adaptive online testing and extend current understanding beyond NAPLAN performance outcomes to the important area of student motivation.
