Witnesses included officials from the Department, professors and administrators from various university nutrition programs, and medical doctors. Testimony stressed the expanding role that nutrition is playing and should play in the improvement of the health of Americans. More nutrition research was advocated, as well as more use of such research on the local level, such as through the Cooperative Extension Service and training for local medical practitioners. Increasing nutrition knowledge and action by the public could substantially lower health care costs, and testimony supported Department of Agriculture programs such as Women, Infants, and Children (WIC) that aim to prevent low birth weight babies. Book excerpt: The childhood obesity epidemic and related health consequences are urgent public health problems. Approximately one-third of America's young people are overweight or obese. Health problems once seen overwhelmingly in adults, such as type 2 diabetes, cardiovascular disease, and hypertension, are increasingly appearing in youth. Though the health of Americans has improved in many broad areas for decades, increases in obesity could erode these and future improvements. The IOM report Accelerating Progress in Obesity Prevention: Solving the Weight of the Nation recognized the importance of the school environment in addressing the epidemic and recommended making schools a focal point for obesity prevention. The development and implementation of K-12 nutrition benchmarks, guides, or standards (for a discussion of these terms, see the next section of this chapter) would constitute a critical step in achieving this recommendation. National nutrition education curriculum standards could have a variety of benefits, including the following: Improving the consistency and effectiveness of nutrition education in schools; Preparing and training teachers and other education staff to help them provide effective nutrition education; Assisting colleges and universities in the development of courses in nutrition as part of teacher certification and in updating methods courses on how to integrate nutrition education in subject-matter areas in the classroom and in materials; and Establishing a framework for future collaborative efforts and partnerships to improve nutrition education. Nutrition Education in the K-12 Curriculum: The Role of National Standards is a summary of the workshop's presentations and discussions prepared from the workshop transcript and slides. This summary presents recommendations made by individual speakers.

Book excerpt: Abstract: In response to a Congressional call for action, Federal initiatives to improve and expand research, extension and higher education programs in human nutrition, home economics and family life are proposed. Federal commitments to strong human resources-oriented programs in agriculture focus on 4 high-priority problems: family economic stability and security; energy and environment; food, nutrition and health; and family strengths and social environment. An implementation plan for each proposal suggests research and higher education activities, integration arrangements, and 2-, 5- and 10- year targets. Proposed plans are to be conducted cooperatively by the USDA, land-grant universities, and cooperative extension services. The relationship between family needs and the foodand agricultural system must be closely examined. Strong research and educational programs need Federal leadership, financial support and concerted effort in order to solve theproblems of families in the 1980's.

Book excerpt: The nation's Land-Grant University Cooperative Extension System (LGU-CES) is committed to ensuring that low-income populations have a safe, affordable, and healthy food supply. Two low-income nutrition education programs that are core to this commitment are the Expanded Food and Nutrition Education Program (EFNEP) and the Supplemental Nutrition Assistance Program Education (SNAP-Ed), which are funded by United States Department of Agriculture's National Institute of Food and Agriculture (NIFA) and Food and Nutrition Services (FNS), respectively. Leadership from the CES Extension Committee on Organization and Policy (ECOP) requested the assistance of NIFA to facilitate improved alignment and visibility of EFNEP and SNAP-Ed within the LGU-CES, given the importance of both programs to their organizational mission and the health needs of the country's low-income populations. NIFA's Institute of Food Safety and Nutrition issued a special project competitive award to develop recommendations for system-wide alignment of these programs. The University of California's Division of Agriculture and Natural Resources received the award and convened an expert working group with regional and programmatic diversity to participate in the national meeting and help develop the scan and recommendations. At the senior agency and organizational leadership meeting, LGU-CES representatives identified potential strategies for aligning program quality and effectiveness within five areas of focus: advocacy, communication, messaging, research, and evaluation. This report shows what is working well and what may be done to strengthen and improve EFNEP and SNAP-Ed at the university level and by Cooperative Extension as a total system. Suggestions are also given for the potential role of ECOP leadership and what federal partners might do to strengthen low-income nutrition education programming. The report is divided into two sections: (1) Project Recommendations, which contain suggestions for aligning and elevating nutrition education programs for low-income audiences within the LGU-CES; and (2) Project Strategies and Findings, which describe the approaches used and insights gained upon which the recommendations are based. The following are appended: (1) Coordination and Cooperation Considerations; (2) Recommendations for ECOP Leadership and Federal Agencies; (3) Align and Elevate Working Group Members; and (4) Environmental Scan Quantitative Data.
