Book excerpt: In his State of the Union address on February 5, 2019, President Trump stressed the importance of ensuring American leadership in the development of emerging technologies, including artificial intelligence (AI), that make up the Industries of the Future. Reflecting this importance, on February 11, 2019, President Trump signed Executive Order 13859, which established the American Artificial Intelligence Initiative. This Initiative is a whole-of-government approach for maintaining American leadership in AI and ensuring that AI benefits the American people and reflects our Nation's values. The first directive in this Executive Order is for Federal agencies to prioritize AI research and development (R&D) in their annual budgeting and planning process. The attached National AI R&D Strategic Plan: 2019 Update highlights the key priorities for Federal investment in AI R&D.Artificial intelligence presents tremendous opportunities that are leading to breakthroughs in improved healthcare, safer and more efficient transportation, personalized education, significant scientific discoveries, improved manufacturing, increased agricultural crop yields, better weather forecasting, and much more. These benefits are largely due to decades of long-term Federal investments in fundamental AI R&D, which have led to new theories and approaches for AI systems, as well as applied research that allows the translation of AI into practical applications.The landscape for AI R&D is becoming increasingly complex, due to the significant investments that are being made by industry, academia, and nonprofit organizations. Additionally, AI advancements are progressing rapidly. The Federal Government must therefore continually reevaluate its priorities for AI R&D investments, to ensure that investments continue to advance the cutting edge of the field and are not unnecessarily duplicative of industry investments.While this Plan does not define specific research agendas for Federal agency investments, it does provide an expectation for the overall portfolio for Federal AI R&D investments. This coordinated Federal strategy for AI R&D will help the United States continue to lead the world in cutting-edge advances in AI that will grow our economy, increase our national security, and improve quality of life.

Book excerpt: Artificial intelligence (AI) is a transformative technology that holds promise for tremendous societal and economic benefit. AI has the potential to revolutionize how we live, work, learn, discover, and communicate. AI research can further our national priorities, including increased economic prosperity, improved educational opportunities and quality of life, and enhanced national and homeland security. Because of these potential benefits, the U.S. government has invested in AI research for many years. Yet, as with any significant technology in which the Federal government has interest, there are not only tremendous opportunities but also a number of considerations that must be taken into account in guiding the overall direction of Federally-funded R&D in AI. On May 3, 2016, the Administration announced the formation of a new NSTC Subcommittee on Machine Learning and Artificial intelligence, to help coordinate Federal activity in AI.1 This Subcommittee, on June 15, 2016, directed the Subcommittee on Networking and Information Technology Research and Development (NITRD) to create a National Artificial Intelligence Research and Development Strategic Plan. A NITRD Task Force on Artificial Intelligence was then formed to define the Federal strategic priorities for AI R&D, with particular attention on areas that industry is unlikely to address. This National Artificial Intelligence R&D Strategic Plan establishes a set of objectives for Federally-funded AI research, both research occurring within the government as well as Federally-funded research occurring outside of government, such as in academia. The ultimate goal of this research is to produce new AI knowledge and technologies that provide a range of positive benefits to society, while minimizing the negative impacts.

In recent years, machines have surpassed humans in the performance of certain specific tasks, such as some aspects of image recognition. Experts forecast that rapid progress in the field of specialized artificial intelligence will continue. Although it is very unlikely that machines will exhibit broadly-applicable intelligence comparable to or exceeding that of humans in the next 20 years, it is to be expected that machines will reach and exceed human performance on more and more tasks. As a contribution toward preparing the United States for a future in which AI plays a growing role, this report surveys the current state of AI, its existing and potential applications, and the questions that are raised for society and public policy by progress in AI. The report also makes recommendations for specific further actions by Federal agencies and other actors. A companion document lays out a strategic plan for Federally-funded research and development in AI. Additionally, in the coming months, the Administration will release a follow-on report exploring in greater depth the effect of AI-driven automation on jobs and the economy. The report was developed by the NSTC's Subcommittee on Machine Learning and Artificial Intelligence, which was chartered in May 2016 to foster interagency coordination, to provide technical and policy advice on topics related to AI, and to monitor the development of AI technologies across industry, the research community, and the Federal Government. The report was reviewed by the NSTC Committee on Technology, which concurred with its contents. The report follows a series of public-outreach activities spearheaded by the White House Office of Science and Technology Policy (OSTP) in 2016, which included five public workshops co-hosted with universities and other associations that are referenced in this report.
