The work is intended primarily for beginners in the field of social studies - for those who may desire a better understanding of present-day social questions. It deals largely with facts and with an analysis of conditions. Pure theory is kept in the background as much as possible in the thought that the more abstruse theoretical questions should be left for more advanced courses. The effort has been made to present the matter in as clear and in as impartial a manner as is possible; also care has been taken to give the authority for practically every important statement of fact made. Through the use of the supplementary questions and the references at the end of each chapter, ample material may be found for a college or normal school course on this subject. It is also hoped that the references given and topics suggested will be of assistance to reading circles and study clubs that may wish to pursue such a course of study as is here presented. Although the book deals mainly with the evils, or at least the weaknesses, in our social system, yet it is hoped that a spirit of optimism pervades the work - an optimism based on the knowledge of past achievements in social progress and inspiring us to greater efforts in the future. The eugenics idea, whether or not it prove capable of development into a new science, the foundation for a new population policy, the con scious improvement of the human stock, - has Opened our eyes to some very present evils and dangers. It is unfortunate that our knowledge of the laws of heredity, which is the basis of eugenics, is so uncertain and fragmentary, and that the progress of investigation must necessarily be slow. Otherwise we might look for a rapid and at the same time sure progress of both theoretical and practical eugenics. Even with the advance of genetic psychology and experimental genetics much doubt must continue to exist with regard to the relative in uence of environ ment and heredity. The laymen may well await the verdict of time, also, as to the validity of the methods of investigation used by the biometricians of the Pearson school in England, and of Mendelism, upon which as a working hypothesis the investiga tions of the Eugenics Record Office,1 and most other American work, are being carried out. The twen tieth century ideal, however, is that of rendering social service, and he is greatest in society who best serves his fellows. This modern ideal is the antithesis of medieval isolation. It is the ideal of socialization the twentieth century spirit of Christianity. The Study of Society. Since the dawn of civilization man has sought an explanation of the world about him. The early literature of each race, such as the my thologies of the Chaldeans and of the Greeks, has its own national and characteristic explanation. Existing institutions and codes of law are explained in terms of some mythical lawgiver like the Spartan Lycurgus. From the days of ancient Israel is heard the story of oppression, and prophets of old from Moses to Amos lift up their voices in protest against the social evils of the day. Each age has dreamed its own Utopia which the march of cen tuties has not yet brought to pass. Among the early Greeks, Plato imagined an ideal Republic in which the just man could live in happy security; while the drones worked, the soldiers policed and the philosophers ruled. He was followed by the more practical and less idealistic Aristotle who, as tutor of Alexander the Great, had an opportunity to visit the ancient world and make a comparative study of the constitutions of the various city states existing at that time. In his book called Poli tics appears the oft-quoted statement that man is a political animal, a being to whom political association is natural.
