Book Controller Staffing at Key California Air Traffic Control Facilities

Download or read book Controller Staffing at Key California Air Traffic Control Facilities written by David A. Dobbs and published by DIANE Publishing. This book was released on 2009-12 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report provides the results of the Dept. of Transportation¿s Office of Inspector Gen¿s. review of controller staffing at 3 FAA facilities in Calif.: the L.A. International Airport Traffic Control Tower , the S. Calif. Terminal Radar Approach Control, and the N. Calif. TRACON. This review was conducted at the request of Sen. Dianne Feinstein of Calif., who expressed concerns about potential shortages of trained and experienced controllers at these locations, which are some of the Nation¿s busiest facilities. Ensuring these air traffic control facilities remain adequately staffed with qualified air traffic controllers is critical to the safety and efficiency of the entire National Airspace System. This review was conducted between June 2008 and Jan. 2009.

Book Federal Aviation Administration Efforts to Hire Staff and Train Air Traffic Controllers are Generally on Track But Challenges Remain

Download or read book Federal Aviation Administration Efforts to Hire Staff and Train Air Traffic Controllers are Generally on Track But Challenges Remain written by Gerald L. Dillingham and published by DIANE Publishing. This book was released on 2008-11-01 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: Each day, the FAA controls the take-offs, landings, and flights of over 50,000 aircraft. To accomplish this mission safely and efficiently, FAA must have a sufficient number of adequately trained air traffic controllers working at its air traffic control facilities. Over the next decade, FAA will need to hire and train nearly 17,000 controllers to replace over 15,000 current controllers, most of whom will be retiring. This massive hiring effort will occur as FAA begins to implement the next generation air transportation system, which will integrate new technologies and procedures into air traffic operations. Available in PDF, EPUB and Kindle. Book excerpt: Safety is the top priority of the Federal Aviation Administration (FAA) as it manages America's National Airspace System (NAS). The NAS is the common network of U.S. airspace - air navigation facilities, equipment, and services; airports or landing areas; aeronautical charts, information and services; rules, regulations, and procedures; technical information; and manpower and material. Thanks to the expertise of people and the support of technology, tens of thousands of aircraft are guided safely and expeditiously every day through the NAS to their destinations. Air traffic controller workload and traffic volume are dynamic, and so are the FAA's staffing needs. A primary factor affecting controller workload is the demand created by air traffic, encompassing both commercial and non-commercial activity. Commercial activity includes air carrier and commuter/air taxi traffic. Non-commercial activity includes general aviation and military traffic. Since the early 1990s, unmanned aircraft systems (UAS) have operated on a limited basis in the National Airspace System (NAS) and mainly supported public operations, such as military and border security operations. In recent years, UAS and operations have significantly increased in number, technical complexity, and application. The list of uses has rapidly expanded to encompass a broad range of activities, including aerial photography, surveying, communications and broadcast, as well as hobby and recreation. In December 2015, the FAA began registration of all Unmanned Aircraft Systems (UAS). As policy and technology updates allow widespread use of UAS for commercial applications, impact on Air Traffic Control workload will be incorporated into our models and forecasts. Oversight of UAS is aided by FAA's new compliance philosophy which is designed to help identify and correct potential hazards before they result in an incident or accident. Adequate numbers of controllers must be available to cover the peaks in traffic caused by weather and daily, weekly or seasonal variations, so we continue to "staff to traffic." This practice gives us the flexibility throughout each day to match the number of controllers at each facility with traffic volume and workload.

Book Touching History

Book excerpt: On the azure blue morning of 9/11 the skies were pronounced "severe clear," in the parlance of airline pilots; a gorgeous day for flying. Nearly 5,000 flights were cruising the skies over America when FAA Operations Manager Ben Sliney arrived at the Command Center for his first day on that job. He could never have anticipated the historic drama that was about to unfold as Americans who found themselves on the front lines of a totally unprecedented attack on our homeland sprang into action to defend our country and save lives. In this gripping moment-to-moment narrative, based on groundbreaking reporting, Lynn Spencer brings the inspiring true drama of their unflinching and heroic response vividly to life for the first time, taking us right inside the airliner cockpits and control towers, the fighter jets and the military battle cabs. She makes vital corrections to the findings of the 9/11 Commission Report, and reveals many startling, utterly unknown elements of the story. As a commercial pilot herself, for whom the attacks hit terribly close to home, she knew that the true scope and nature of the response so brilliantly improvised that morning by those in the thick of the action -- with so little guidance from those at the highest levels -- had not at all been captured by the news coverage or the 9/11 Commission. To get to the truth, she went on a three-year quest, interviewing hundreds of key players, listening to untold hours of tapes and pouring through voluminous transcripts to re-create each heart-stopping moment as it happened through their eyes and in their words as the drama unfolded. From the shocking moment at 7:59 a.m. that American 11 fails to respond to a controller's call, until the last commercial flight has safely landed and military jets rule the skies, all Americans will find themselves deeply moved and amazed by the grace and fierce determination of these steely men and women as they draw on all of their exquisite training to grasp, through the fog of war, what is happening, put their lives on the line, and mount an astonishing response. This beautifully crafted and deeply affecting account of the full story of their courageous actions is a vital addition to the country's understanding of a day that has forever changed our nation.
