Book excerpt: The intent of this handbook is to explain the preparation and use of the Agricultural Land Evaluation and Site Assessment (LESA) system developed by the U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), formerly the Soil Conservation Service (SCS). The handbook was developed to meet the requirements of the Farmland Protection Policy Act. The LESA system is designed to determine the quality of land for agricultural uses and to assess sites or land areas for their agricultural economic viability. The LESA system can be used to facilitate decision making by State and local planners, landholders, developers, and governing officials.
