Book excerpt: Since independence in 1991, issues of nation and identity have become highly debated topics in Ukraine. This monograph explores not only how national identity is being (re)constructed by the Ukrainian state, but also the processes by which it is negotiated through society. The central argument of this work is that too much attention, concerning identity in Ukraine, has focused on markers of ethnicity and language. Instead, the author advocates a regional approach, engaging with the issue of how Ukraine’s regional differences affect nation-building processes. Following the tumultuous events of the ‘Orange Revolution’, the view of Ukraine as a country inherently ‘divided’ between ‘East’ and ‘West’ has (re)emerged to become a popular explanation for political events. The study outlines the necessity for academics, policymakers and indeed politicians to veer away from this simplistic ‘West versus East’ divide. The book advocates an analysis of Ukraine’s unique brand of regionalism not in terms of divisions, but in terms of regional differences and diversity. The author deconstructs the concept of ‘Eastern Ukraine’ by focusing on three Ukrainian localities, all adjacent to the Ukrainian-Russian border. The study examines how individuals provide ‘their’ own understanding of the place of their region within the wider processes of nation building across Ukraine. In doing so, the book develops a ‘regional’ approach to the study of identity politics in Ukraine.

This symbolic event led to German unification and the collapse of communist party rule in countries of the Soviet-led Eastern bloc. Since then, the post-communist countries of Central, Eastern and South-eastern Europe have tied their post-communist transition to deep integration into the West, including EU accession. Most of the states in Central and Eastern Europe have been able to relatively successfully transform their previous communist political and economic systems. In contrast, the non-Baltic post-Soviet states have generally been less successful in doing so. This book, with an internationally respected list of contributors, seeks to address and compare those diverse developments in communist and post-communist countries and their relationship with the West from various angles. The book has three parts. The first part addresses the progress of post-communist transition in comparative terms, including regional focus on Eastern and South Eastern Europe, CIS and Central Asia. The second focuses on Russia and its foreign relationship, and internal politics. The third explores in detail economies and societies in Central Asia. The final part of the book draws some historical comparisons of recent issues in post-communism with the past experiences.

The different trajectories of political development in post-communist countries are traced through cases from within the post-communist region that exhibit maximum variation in terms of both background variables and outcome. Six countries - Kazakhstan, Georgia, Estonia, Slovenia, the Czech Republic and Poland - have been selected. Following the Tocquevillian tradition, a 'method' of indirect comparison where in-depth knowledge of a country based on linguistics and history is held up against existing concepts, six country specialists have drawn broad pictures of what characterises 'their' country in terms of political and economic reform, state building and nation building, at the same time placing developments within the international context. The book argues that the elite constellation along two dimensions - consensus about the direction of policy and institutions, and the extent of inclusion of elite interests in decision making - is specific to each country and points to the direction of future developments.

Since the EU enlargement of 10 new states has taken place at the 1st of May 2004, the problem which has been addressed before is even more up to date. Especially the recent argumentation about a common constitution, which is overdue to both providing a proper legal capacity as well as a capability to act, has been proofing that the EU is still far away from a strong, functioning political union. But how is it possible to create such a proper union consisting of 25 members, and most probably 27 by the year 2007, consisting of basically national states being still heavily occupied with dealing with their own backgrounds especially if one has a closer look the former communist states? Is there any strategy of the lowest common denominator of policy advice or do one have to identify the (communist) past in relation to present developments ? Facing this problem, the main purpose of this analysis will be an evaluation of different political transition theories and rating strategies which have been particularly taken into account by the former states behind the iron curtain. Finally this work is aiming at a probably existing connection between a successful political transition and a deeper integration into the European Union. For that reason the first part will give an overall view about the transition issue in general followed by the most relevant transition theories and methods of rating democratic stability thereby mainly focusing on political changes. Since the analysis is only concerning countries gathering the EU, the next part will deal with peculiarities regarding the main political criteria for entering the before mentioned union. The last part should provide a conclusion about the success resp. failure of the scrutinized theories as well as the ongoing European integration.
