Book excerpt: A volume in Cross National Research National identity has been the subject of much controversy and debate. Some have even suggested dropping the concept entirely. One group, Essentialists, argue that national identity is fixed, cultural, based on birth and ancestry. Another viewpoint is posited by Postmodernists who argue that national identity is malleable, invented or imagined. As alternatives, some have suggested that national identity is a hybrid of both Essentialist and Postmodernist views. And still others bypass this argument and suggest that national identity should be based on civic factors, such as shared values and norms about citizenship. While controversy and debate are healthy exercises in any science, at some point order must be established if science is to proceed. The present volume is based on the idea that national identity is an ideal-type concept; it does not completely capture reality, but is used for analytic purposes. In addition, rather than focusing on these theoretical debates, we pursue research with the idea that results from research will contribute to the field of national identity. Three areas of national identity are discussed: theoretical, national, and individual. Two chapters focus on the major theories about national identity, provide critiques, and make suggestions about the topic. In section two, six chapters provide case studies of national identity on Scotland, Ireland, Russia, Bosnia-Herzegovina, Germany, and France. In section three, two case studies focus on immigrants and the challenges they face in forming their identities, especially identifying with their host countries-Belgium, and the United Kingdom. Several important conclusions may be gleaned from the contributions of the present volume. To begin with, while national identity is a slippery concept, if the field wishes to move beyond debate about fundamentals, it would be well advised to view the concept as an ideal-type as suggested by the great German scholar, Max Weber. Secondly, the case studies included in the present volume indicate that national identity is not only based on ethnicity and culture, but on such external factors as governance regimes and their changes, economic crises, wars and other forms of aggressive activity, and social demographic changes in a population. These factors affect a population at the national level. For immigrants at the individual level, developing national identity is greatly affected by four interrelated factors: 1) the degree to which they are accepted by members of the host society; 2) immigrants' language skills and physical appearances; 3) how well they are able to balance their host national identity, their ethnic identity, and acceptance of their native country; 4) and their generational status. Generally, at the national and individual levels, context and circumstances matter in developing national identity.

The book presents detailed investigations of how persons actually use national identity in their talk, the interactional uses to which such expressions are put, and the interactional consequences of such identity talk. The studies are based on transcribed tape recordings of naturally occurring talk across a variety of different countries and settings, illuminating not only situated national identity talk as a phenomenon in its own right, but also providing empirically grounded research for traditional sociological theorising about issues of integration, devolution and exclusion.

Consistent with this view, Historical Tales and National Identity outlines a theory and a methodology which provide tools for better understanding the relation between the present psychological condition of a society and representations of its past. Author Janos Laszlo argues that various kinds of historical texts including historical textbooks, texts derived from public memory (e.g. media or oral history), novels, and folk narratives play a central part in constructing national identity. Consequently, with a proper methodology, it is possible to expose the characteristic features and contours of national identities. In this book Laszlo enhances our understanding of narrative psychology and further elaborates his narrative theory of history and identity. He offers a conceptual model that draws on diverse areas of psychology - social, political, cognitive and psychodynamics - and integrates them into a coherent whole. In addition to this conceptual contribution, he also provides a major methodological innovation: a content analytic framework and software package that can be used to analyse various kinds of historical texts and shed new light on national identity. In the second part of the book, the potential of this approach is empirically illustrated, using Hungarian national identity as the focus. The author also extends his scope to consider the potential generalizations of the approach employed. Bound together by ties of national solidarity, they discover and implement principles of justice that all can share, and in doing so they respect the separate identities of minority groups within the community. In the essays collected in this book, David Miller shows that such an ideal is not only desirable, but feasible. He explains how active citizenship on the republican model differs from liberal citizenship, and why it serves disadvantaged groups better than currently fashionable forms of identity politics. By deliberating freely with one another, citizens can reach decisions on matters of public policy that are both rational and fair. He couples this with a robust defence of the principle of nationality, arguing that a shared national identity is necessary to motivate citizens to work together in the name of justice. Attempts to create transnational forms of citizenship, in Europe and elsewhere, are therefore misguided. He shows that the principle of nationality can accommodate the demands of minority nations, and does not lead to a secessionist free-for-all. And finally he demonstrates that national self-determination need not be achieved at the expense of global justice. This is a powerful statement from a leading political theorist that not only extends our understanding of citizenship, nationality and deliberative democracy, but engages with current political debates about identity politics, minority nationalisms and European integration.
