Stop the flow of drug money, the logic goes, and the insurgency will wither away. But the conventional wisdom is dangerously wrongheaded, as Vanda Felbab-Brown argues in Shooting Up. Counternarcotics campaigns, particularly those focused on eradication, typically fail to bankrupt belligerent groups that rely on the drug trade for financing. Worse, they actually strengthen insurgents by increasing their legitimacy and popular support. Felbab-Brown, a leading expert on drug interdiction efforts and counterinsurgency, draws on interviews and fieldwork in some of the world's most dangerous regions to explain how belligerent groups have become involved in drug trafficking and related activities, including kidnapping, extortion, and smuggling. While some assert that narco-trafficking may be a strong predictor of terrorism, others contest this observation. In this research paper the focus lies on the impact of the Afghan opioid trade on terrorist violence in Central Asia, an area of drug transit states. This research paper and the findings lend support to the argument that narco-trafficking facilitates terrorism, although the substantive impact of the drug trade on terrorist activity is comparatively small. However, it suggests that the drug-terror relationship is multifaceted, complex, and in detail related to the state.The research paper also finds that the links between narco-trafficking and terrorist violence are quite varied, with some defined by direct intersections of violent and criminal non-state actors, while others shaped by deep involvement of the state in the drug trade . Violent non-state entities, including extremist organisations and resistance forces, try to collaborate with criminal networks in order to fund acts of aggression and procure materials for devastation and assassination. Such organisations are involved in the legal economy through real estate, corporations, and other institutions. The drug-terror thesis points out to the ideological shift between the two organisations but establishes that they mutually benefit from the sheer profit. This research paper supports the claim that drug trafficking induces terrorism, while the direct impact of drug trafficking on terrorist activity is comparatively limited and under-researched.

Book excerpt: This global survey, based entirely on open sources, is intended to provide an assessment of the nexus between selected anti-U.S. terrorist and extremist groups in the world and organized crime, specifically drug trafficking, and how this relationship might be vulnerable to countermeasures. More specifically, the aim is to help develop a causal model for identifying critical nodes in terrorist and other extremist networks that can be exploited by Allied technology, just as counterdrug technology has been used in the war against drug trafficking. To this end, the four analysts involved in this study have examined connections between extremist groups and narcotics trafficking in the following countries, listed by region in order of discussion in the text: Latin America: Triborder Region (Argentina, Brazil, and Paraguay), Colombia, and Peru; the Middle East: Lebanon; Southern Europe (Albania and Macedonia); Central Asia: Kyrgyzstan, Tajikistan, and Uzbekistan; and East Asia: Philippines. These are preliminary, not definitive, surveys. Most of the groups examined in this study have been designated foreign terrorist organizations by the U.S. Department of State. The exceptions may be the small Albanian insurgent groups and the Central Asian organization called the Hizb-ut-Tahir (HT). These groups are included anyway because of their links to al Qaeda and narcotics trafficking, as well as because of their potential for terrorism. Although research was begun on groups in Egpyt (al-Gama'a al-Islamiyya and Islamic Jihad), Somalia (Al-Ittihad al-Islamiya), South Africa (People Against Gangsterism and Drugs- PAGAD), and Yemen (Islamic Army of Aden), insufficient information was found on links with the drug trade to merit further investigation, given the time constraints of this research project. In the cases of PAGAD and al-Gama'a al Islamiyya, however, further research may be warranted because the possibility of involvement with the narcotics trade cannot be ruled out.

Book excerpt: This book argues that guilt, shame, and remorse, associated with a history of substance abuse, explain why a minority of Islamist extremists carried out suicide terrorism in Europe between 2001 and 2018. Since 9/11, Islamist terrorism has dominated the European security landscape, but there has been little systematic analysis of either the attacks or the men responsible. This book addresses that gap, drawing on terrorist discourse, court transcripts, elite interviews, government reports, and three years of ethnography to provide an exhaustive account of how and why Islamist terrorism has occurred in Europe. Making a detailed analysis of 48 terrorist attacks carried out by 80 suicide terrorists, the book introduces two new theories. The first argues that most of these men first engaged in Islamist extremism as an alternative to substance abuse. The second contends that, following a five-stage process of radicalisation, cognitive dissonance triggered guilt, shame, and remorse over previous misconduct. From this emotional distress, suicide terrorism emerged as a rational choice ahead of either suicide or a return to active addiction. This book argues that the root cause of suicide terrorism in Europe is not so much politics or religion but is more about personal crisis and a search for redemption. This book will be of great interest to students of terrorism/counterterrorism, de-radicalisation, political Islam, and security studies in general.
