Book excerpt: The Latin America and Caribbean (LAC) region has the undesirable distinction of being the world's most violent region, with 24.7 homicides per 100,000 inhabitants. The magnitude of the problem is staggering and persistent. Of the top 50 most violent cities in the world, 42 are in LAC. In 2010 alone, 142,302 people in LAC fell victim to homicide, representing 390 homicides per day and 4.06 homicides every 15 minutes. Crime disproportionately affects young men aged 20 to 24, whose homicide rate of 92 per 100,000 nearly quadruples that of the region. The focus of Crime Prevention in Latin America and the Caribben is to identify policy interventions that, whether by design or indirect effect, have been shown to affect antisocial behavior early in life and patterns of criminal offending in youth and adults. Particular attention is devoted to recent studies that rigorously establish a causal link between the interventions in question and outcomes. This publication adopts a lifecycle perspective and argues that as individuals progress through different stages of the lifecycle, not only do different sets of risk factors arise and take more prominence, but their interactions and interdependencies shape human behavior. These interactions and the relative importance of different sets of risk factors identify relevant margins that can effectively be targeted by prevention policies, not only early in life, but throughout the lifecycle. Indeed prevention can never start too early, nor start too late, nor be too comprehensive.

This book uniquely describes the system of policies and practices that racialize criminalization by routing youth of color out of school and towards prison via the school-to-prison pipeline while simultaneously medicalizing white youth for comparable behaviors. This work is the first to consider and link all of the research and data from a sociological perspective, using this information to locate racism in our educational systems; describe the rise of the so-called prison industrial complex; spotlight the concomitant expansion of the "medical-industrial complex" as an alternative for controlling the white and well-off, both adult and juveniles; and explore the significance of media in furthering the white racial frame that typically views people of color as "criminals" as an automatic response. The author also examines the racial dynamics of the school to prison pipeline as documented by rates of suspension, expulsion, and referrals to legal systems and sheds light on the comparative dynamics of the related educational social control of white and middle-class youth in the larger context of society as a whole.

Book excerpt: Life on the Malecón is a narrative ethnography of the lives of street children and youth living in Santo Domingo, Dominican Republic, and the non-governmental organizations that provide social services for them. Writing from the perspective of an anthropologist working as a street educator with a child welfare organization, Jon M. Wolseth follows the intersecting lives of children, the institutions they come into contact with, and the relationships they have with each other, their families, and organization workers. Often socioeconomic conditions push these children to move from their homes to the streets, but sometimes they themselves may choose the allure of the perceived freedoms and opportunities that street life has to offer. What they find, instead, is violence, disease, and exploitation—the daily reality through which they learn to maneuver and survive. Wolseth describes the stresses, rewards, and failures of the organizations and educators who devote their resources to working with this population. The portrait of Santo Domingo’s street children and youth population that emerges is of a diverse community with variations that may be partly related to skin color, gender, and class. The conditions for these youth are changing as the economy of the Dominican Republic changes. Although the children at the core of this book live and sleep on avenues and plazas and in abandoned city buildings, they are not necessarily glue- and solvent-sniffing beggars or petty thieves on the margins of society. Instead, they hold a key position in the service sector of an economy centered on tourism. Life on the Malecón offers a window into the complex relationships children and youth construct in the course of mapping out their social environment. Using a child-centered approach, Wolseth focuses on the social lives of the children by relating the stories that they themselves tell as well as the activities he observes.
