Robert Lorway tells the story of the unexpected effects of The Rainbow Project (TRP), a LGBT rights program for young Namibians begun in response to President Nujoma's notorious hate speeches against homosexuals. Lorway highlights the unintended consequences of this program, many of which ran counter to the goals of local and international policy makers and organizers. He shows how TRP inadvertently diminished civil opportunities at the same time as it sought to empower youth to claim their place in Namibian culture and society. Tracking the fortunes of TRP over several years, Namibia's Rainbow Project poses questions about its effectiveness in the faces of class distinction and growing inequality. It also speaks to ongoing problems for Western sexual minority rights programs in Africa in the midst of political violence, heated debates over anti-discrimination laws, and government-sanctioned anti-homosexual rhetoric.

This inaugural Democracy Index for Namibia is intended to set a benchmark for democracy to be measured against. The tool assesses the countrys depth of democracy through five focus areas: participation, elections, accountability, political rights, and human dignity. The research relies on expert analysis to answer a set of questions that interrogate how closely, in practice, democracy meets the broad ideal of self-representative government. More specifically, to what extent can citizens control elected officials and government appointees who make decisions about public affairs? And how equal are citizens to one another in this accountability process? The purpose of the scores is to assist citizens in making their own judgements, based on the information made available, to stimulate national debate and to provide democracy promoters with a tool for identifying issues and needs that can be addressed by education, advocacy, training, institution building and policy revision.

Gender is learnt, lived and reproduced in a societal frame. Violence against women, too, is perpetrated by men in a societal context. By using mainly qualitative research methods, Sonja Gierse-Arsten looks at male and female perspectives to reach a holistic understanding and to provide a basis for sustainable changes towards equal gender relations. She traces the transition from a hierarchical gender system during colonial times to the aspired equal gender relations in present Namibia. Current challenges characterised by poverty and great economic inequalities form the framework in which gender is performed and violence perpetrated. This study offers inspirations to re-think gender to reach substantive gender equality and to overcome the normalisation of violence.

The volume sets the agenda for the future of the field and provides a synthesis of approaches to date. In doing so, it aligns itself with the broadly shared hermeneutical conviction that contextuality is a catalyst for interpretation. This applies in equal measure to approaches and methods that are often framed as 'traditional' or 'mainstream' (e.g. the methodological canon of the historical critical approach as the offspring of the European Enlightenment) and those that are often dubbed 'contextual' (e.g. forms of feminist or 'indigenous' interpretation). The volume grounds contextual biblical interpretation within the broader landscape of biblical studies, and the chapters are all interested in the contexts in which bibles are read. Rather than a series of examples of contextual biblical interpretation, this book is concerned with what it means to do contextual biblical interpretation, how contextual biblical interpretation challenges biblical scholarship, and what chances there are for this mode of inquiry.
