Book excerpt: This report highlights that gender inequalities and women's subordination in India are caused by two formidable macro-structures: patriarchy and the exclusion of unpaid work from the macro-economy. Both these structures reinforce each other and negatively impact women's empowerment. Patriarchy imposes subordination on women and forces a disproportionately higher share of unpaid domestic services and unpaid care onto them. This is unfair and unjust - a violation of basic human rights. Other structures like race, religion, and caste cut across these main structures. The selected papers in this report show how patriarchy causes gender inequalities in all critical dimensions of women's life on the one hand, and how unpaid domestic services and unpaid care sustains the macro-economy and its growth on the other. The contributors discuss pathways to integrate unpaid work with the macro-economy such that the strength of patriarchy declines and at the same time gender equality is promoted. To put it differently, unless the structures are addressed by integrating unpaid work, inequalities cannot be addressed effectively. The report emphasizes that this is the only way to move to real macroeconomics. The papers have explored pathways to break these structures gradually to achieve gender equality and empower women. Though the path is challenging, it is feasible to reach the goal of pervasive gender equality.

Book excerpt: This study has presented data relating to human development in Nagaland and made an attempt to observe regularities in the same that may be meaningful for devising development policies. The findings indicate that per capita income, human development index and gender-related development index are only poorly correlated with the health indicators such as IMR, IMRM and IMRF. Only the measures of educational attainment are appreciably correlated with PCY, HDI and GDI. The paper concludes that the reliability of data reported by a socio-economic system is dependent on the level of development of the system. Underdeveloped socio-economic systems report highly unreliable data. This is not only regarding the figures of income; this is also true of the figures on measures of attainment in matters of health and education. Official data on these variables are thrown up by a system that is administratively motivated and unsupervised with regard to their economic and developmental meaning. Use of such data, whether they pertain to income or any other measure of development, is not dependable for policy decisions meaningful to fostering development.

Book excerpt: Government of Peace addresses a major question in world politics today: how does post-colonial democracy produce a form of governance that copes with conflicts, insurgencies, revolts, and acute dissents? The contributors view social governance as a crucial component in answering this question and their narratives of governance aim to show how certain appropriate governing modes make social conflicts more manageable or at least also occasions for development. They show how government often expands to cope with acute conflicts; money is made more readily available; the transfer of resources acquires frantic pace; and so society becomes more attuned to a money-centric, modern life. Yet this style of governance is not the only approach. Dialogues from below challenge this accepted path to peacebuilding and new subjectivities emerge from movements for social justice by women, migrants, farmers, dalits, low-caste, and other subaltern groups. The idea of a government of peace sits at the core of the interlinked issues of social governance, peace-building, and security. By exploring this idea and analysing the Indian experience of insurgencies and internal conflicts the contributors collectively show how rules of social governance can and have evolved.
