Gilbert Gagné is Professor and Chair of the Department of Politics and International Studies at Bishop's University (Sherbrooke, Canada) and Director of the Research Group on Continental Integration (GRIC) at the Université du Québec à Montréal (UQAM) (Canada). Michèle Rioux is Professor in the Department of Political Science at the Université du Québec à Montréal (UQAM) (Canada) and Director of the Center for the Study of Integration and Globalization (CEIM) at UQAM.

Although the regional trading blocs merging in Europe, North America, and East Asia differ strikingly, there is one basic feature common to each--the formation of regional trading blocs involves a uniting of high- and low-wage areas.
