Book excerpt: Since the end of World War II, protests against U.S. military base and related policies have occurred in several Asian host countries. How much influence have these protests had on the p;olicy regarding U.S. military bases? What conditions make protests more likely to influence policy? Protests Against U.S. Military Base Policy in Asia answers these questions by examining state response to twelve major protests in Asia since the end of World War II—in the Philippines, Okinawa, and South Korea. Yuko Kawato lays out the conditions under which protesters' normative arguments can and cannot persuade policy-makers to change base policy, and how protests can still generate some political or military incentives for policy-makers to adjust policy when persuasion fails. Kawato also shows that when policy-makers decide not to change policy, they can offer symbolic concessions to appear norm-abiding and to secure a smoother implementation of policies that protesters oppose. While the findings will be of considerable interest to academics and students, perhaps their largest impact will be on policy makers and activists, for whom Kawato offers recommendations for their future decision-making and actions.

Book excerpt: The Translocal Island of Okinawa reveals the underrepresented memories, visions and actions that are involved in the making of Okinawan resistance against its subordinated status under the US-Japan security system beyond the narrowly defined political, cultural and geographical borders of locality. As Okinawa's base politics is a problem deeply rooted in the context of East Asia, so is the history of the people's protest movement. The issue examined in this book is the arbitrary distinction of scale between 'local', which tends to be employed for a particular territory demarcated by a cohesive culture, and 'regional', a larger area that consists of myriad localities. Locality, Shinnosuke Takahashi here argues, is neither self-evident, fixed nor homogenous but is established through historical processes that involve interaction, conflict and negotiation of individuals and communities across territorial and cultural boundaries. This book reveals the novel concept of Okinawa as a translocal island which offers a way to understand locality in the context of Okinawan activism as a product of multiple cultural and human flows, as opposed to the conventional way of framing the local community as fixed, internally cohesive and rigidly bordered. It makes an exciting contribution to the field of modern Japanese and East Asian studies by stimulating discussions on the richness and scale of local civic activism that is increasingly becoming a key political feature of the East Asian region.

In The Limits of Okinawa, Wendy Matsumura traces the emergence of this sense of Okinawan difference, showing how local and mainland capitalists, intellectuals, and politicians attempted to resolve clashes with labor by appealing to the idea of a unified Okinawan community. Yuichiro Onishi argues that in the context of forging Afro-Asian solidarities, race emerged as a political category of struggle with a distinct moral quality and vitality. This book explores the work of Black intellectual-activists of the first half of the twentieth century, including Hubert Harrison and W. E. B. Du Bois, that took a pro-Japan stance to articulate the connection between local and global dimensions of antiracism. Turning to two places rarely seen as a part of the Black experience, Japan and Okinawa, the book also presents the accounts of a group of Japanese scholars shaping the Black studies movement in post-surrender Japan and multiracial coalition-building in U.S.-occupied Okinawa during the height of the Vietnam War which brought together local activists, peace activists, and antiracist and antiwar GIs. Together these cases of Afro-Asian solidarity make known political discourses and projects that reworked the concept of race to become a wellspring of aspiration for a new society.

Book excerpt: While the individual elements of the propaganda system (or filters) identified by the Propaganda Model (PM) – ownership, advertising, sources, flak and anti-communism – have previously been the focus of much scholarly attention, their systematisation in a model, empirical corroboration and historicisation have made the PM a useful tool for media analysis across cultural and geographical boundaries. Despite the wealth of scholarly research Herman and Chomsky’s work has set into motion over the past decades, the PM has been subjected to marginalisation, poorly informed critiques and misrepresentations. Interestingly, while the PM enables researchers to form discerning predictions as regards corporate media performance, Herman and Chomsky had further predicted that the PM itself would meet with such marginalisation and contempt. In current theoretical and empirical studies of mass media performance, uses of the PM continue, nonetheless, to yield important insights into the workings of political and economic power in society, due in large measure to the model’s considerable explanatory power.

Okinawans have long coped with a society in which differences are often considered “strange” or “wrong,” and with a central government that has imposed a mono-cultural standard in education, publicly priding itself on the nation’s mythical “homogeneity.” They have felt strong pressures to assimilate by adopting mainland Japanese culture and concealing or discarding their own. Recently, however, a growing pride in roots has inspired more Okinawan migrants and their descendants to embrace their own history and culture and to speak out against inequities. Their experiences, like those of minorities in other countries, have opened them to an acute and illuminating perspective, given voice in personal testimony, literature, and song. Although much has been written on Okinawan emigration abroad, this is the first book in English to consider the Okinawan diaspora in Japan. It is based on a wide variety of secondary and primary sources, including interviews conducted by the author in the greater Osaka area over a two-year period. The work begins with the experiences of women who worked in Osaka’s spinning factories in the early twentieth century, covers the years of the Pacific War and the prolonged U.S. military occupation of Okinawa, and finally treats the period following Okinawa’s reversion to Japan in 1972. Throughout, it examines the impact of government and corporate policies, along with popular attitudes, for a compelling account of the Okinawan diaspora in the context of contemporary Japan’s struggle to acknowledge its multiethnic society.
