After taking office in March 2011, Thein Sein initiated the bloodless Myanmar Spring. He was able to transform Myanmar into a more transparent and dynamic society, bring Aung San Suu Kyi and other opposition activists into the political process, initiate a peace process with the ethnic armed organizations, reintegrate Myanmar into the international community after five decades of isolation, and, most importantly, for the first time since the country regained independence in 1948, he was able to enact the peaceful transfer of power from one elected government to another. But Thein Sein also lost opportunities to deliver what the people anticipated, and he failed to bring his USDP party to victory in the 2015 election. This book is not about the successes of the Thein Sein administration. Rather, it examines the reasons behind the lost opportunities in the transition to democracy. It draws on the author’s experiences as a member of Thein Sein’s cabinet as well as on extensive interviews with other cabinet members and politicians involved in the crucial events that took place between 2010 and 2016. On the input side, imports of chemical fertilizer increased four-fold and agro-chemicals eight-fold while 55 percent more farmers were using mechanization rental services between 2011 and 2020. On the output side, three-quarters of Myanmar’s crop production is sold, indicating high market orientation, especially so for non-paddy crops. However, farm commercialization in Myanmar started from a low base and is still lagging peer countries in the region. The twin crises in 2020 and 2021 (the covid-19 and the political crisis) and international market developments have further led to increasing worries for an agricultural market transformation on hold or in reverse, as seen by a decline in imports of modern inputs, driven by price increases of inputs, currency policy changes, insecurity, and reduced profitability for most crop farmers. To improve farm commercialization and to catch up with peers, a better and secure business environment, openness to trade, further diversification, and improved infrastructure is called for.

With parliamentary processes restored in Myanmar's new capital of Naypyitaw, Thein Sein's government announced a wide-ranging reform agenda, and began releasing political prisoners and easing press censorship. Pivotal meetings between Thein Sein and Aung San Suu Kyi led to amendment of the Election Law and the National League for Democracy contesting by-elections in April 2012. The 2011 Myanmar/Burma update conference considered the openings offered by these political changes and media reforms and the potential opportunities for international assistance. The persistence of this government--even in the face of long-term nonviolent opposition led by activist Aung San Suu Kyi, who was awarded the Nobel Peace Prize in 1991--has puzzled scholars. In a book relevant to current debates about democratization, Mary P. Callahan seeks to explain the extraordinary durability of the Burmese military regime. In her view, the origins of army rule are to be found in the relationship between war and state formation.Burma's colonial past had seen a large imbalance between the military and civil sectors. That imbalance was accentuated soon after formal independence by one of the earliest and most persistent covert Cold War conflicts, involving CIA-funded Kuomintang incursions across the Burmese border into the People's Republic of China. Because this raised concerns in Rangoon about the possibility of a showdown with Communist China, the Burmese Army received even more autonomy and funding to protect the integrity of the new nation-state.The military transformed itself during the late 1940s and the 1950s from a group of anticolonial guerrilla bands into the professional force that seized power in 1962. The army edged out all other state and social institutions in the competition for national power. Making Enemies draws upon Callahan's interviews with former military officers and her archival work in Burmese libraries and halls of power. Book excerpt: Myanmar initiated economic and political reforms in 2011, ushering in a period of rapid economic transformation. The country experienced strong annual average economic growth of close to 7 percent between 2011 and 2019. The rural economy and the agriculture sector were also transforming, characterized by accelerated rural out-migration from the sector, which was facilitated by favorable policy changes, increased trade, and improved road infrastructure (Filipski et. al. 2021). Rural wages rose (Belton et. al. 2021), and labor shortages, along with increased access to financing, led to a massive expansion of mechanization services (Win et al. 2018) and other rural nonfarm enterprises. However, the economic transformation was disrupted by the global COVID-19 pandemic in 2020 and the political crisis caused by the military coup d’état in 2021. During this recent period, Myanmar’s agrifood system was impacted by numerous shocks, including disruptions to the banking and local transportation systems, changes to international trade policies, rapidly depreciating currency, foreign exchange controls, increasing global commodity prices, and massive declines in income and access to credit, among others. In this brief, we focus on Myanmar’s agrifood system between 2011 and 2019 and evaluate the potential contributions of different value chains to driving agricultural transformation and welfare gains in the future.
