Book excerpt: With world attention focused on the Democratic People's Republic of Korea's nuclear ambitions, tests, and threats, there are questions about the foreign policy of Myanmar's new NLD-led government toward Pyongyang. Disagreements between the military and the NLD administration over sensitive issues, such as constitutional amendments, building a Federal Union, the peace process, and handling foreign relations, etc. are inevitable. However, it is critical that the NLD administration cooperate and coordinate with military elites because the military's role in political leadership cannot be neglected. An official statement condemning DPRK's January nuclear test was issued for the first time by the Ministry of Foreign Affairs under the former regime. This paper examines whether this indicates a changing relationship with the DPRK. It discusses challenges facing Myanmar in implementing United Nations Security Council Resolution 1540 (2004) and concludes that allegations about Myanmar's nuclear program are groundless.

They unravel the twists and turns in high-level diplomacy between China and North Korea from the late 1940s to the death of Mao Zedong in 1976. It provides a valuable ranking of U.S. interests, and calls for a firm commitment from the Obama administration to seek denuclearization of the Korean peninsula, backed by a combination of sanctions, incentives, and sustained political pressure, in addition to increased efforts to contain proliferation. It notes that China's participation in this effort is vital. Indeed, the report makes clear that any hope of North Korea's dismantling its nuclear program rests on China's willingness to take a strong stance. For denuclearization to proceed, China must acknowledge that the long-term hazard of a nuclear Korea is more perilous to it and the region than the short-term risk of instability. The report also recognizes that robust relations between Washington and its allies in the region, Japan and South Korea, must underpin any efforts to deal with the North Korean problem. It looks as well at regime change and scenarios that could lead to reunification of the peninsula. At the same time that the Task Force emphasizes the danger and urgency of North Korea's behavior, it recognizes and applauds the beneficial U.S. relationship with South Korea, which has proved to be a valuable economic and strategic partner. In this vein, the Task Force advocates continued close coordination with Seoul and urges prompt congressional passage of the U.S.-South Korea free trade agreement.

This book tells the story of North Korea's transformation in the Third World from model developmental state to reckless terrorist nation, and how Pyongyang's actions, both in the Third World and on the Korean peninsula, ultimately backfired against the Kim family regime's foreign policy goals. To shield those legitimating messages from criticism, authoritarian regimes also censor information that they find threatening. While committed opponents of the regime may be violently repressed, this book is about how the authoritarian state keeps the majority of its people quiescent by manipulating the ways in which they talk and think about political processes, the authorities, and political alternatives. Using North Korea, Burma (Myanmar) and China as case studies, this book explains how the authoritarian public sphere shapes political discourse in each context. It also examines three domains of potential subversion of legitimating messages: the shadow markets of North Korea, networks of independent journalists in Burma, and the online sphere in China. In addition to making a theoretical contribution to the study of authoritarianism, the book draws upon unique empirical data from fieldwork conducted in the region, including interviews with North Korean defectors in South Korea, Burmese exiles in Thailand, and Burmese in Myanmar who stayed in the country during the military government. When analyzed alongside state-produced media, speeches, and legislation, the material provides a rich understanding of how autocratic legitimation influences everyday discussions about politics in the authoritarian public sphere. Explaining how autocracies manipulate the ways in which their citizens talk and think about politics, this book will be of interest to students and scholars of Asian politics, comparative politics and authoritarian regimes.
