Book excerpt: Making the right-wing Bharatiya Janata Party’s nuclear tests in 1998 its starting point, this book examines how opinion amongst India’s ‘attentive’ public shifted from supporting nuclear abstinence to accepting — and even feeling a need for — a more assertive policy, by examining the complexities of the debate in India on nuclear policy in the 1990s. The study seeks to account for the shift in opinion by looking at the parallel processes of how nuclear policy became an important part of the public discourse in India, and what it came to symbolise for the country’s intelligentsia during this decade. It argues that the pressure on New Delhi in the early 1990s to fall in line with the non-proliferation regime, magnified by India’s declining global influence at the time, caused the issue to cease being one of defence, making it a focus of nationalist pride instead. The country’s nuclear programme thus emerged as a test of its ability to withstand external compulsions, guaranteeing not so much the sanctity of its borders as a certain political idea of it — that of a modern, scientific and, most importantly, ‘sovereign’ state able to defend its policies and set its goals.

India launched its Look East Policy in the early 1990s as part of a concerted effort to revive the importance of Southeast Asia in the country’s foreign policy agenda. This study assesses the role of the China factor – defined here as China’s regional role, which has been interpreted through the prism of the Sino-Indian relationship – in the inception and evolution of the policy. More specifically, it establishes the extent to which China has been raised as a priority in discourses of India’s Look East Policy and how this has varied over time from the origins of the policy through to the most recent phase of the renamed Act East Policy. Addressing the distinction between what policymakers signal in their official statements and their true or underlying motivations, the book alludes to the fact that government officials may not always reflect true intentions in their official statements, and it is often what is not said that may reveal more about their real motivations. This is particularly relevant in the context of the Sino-Indian relationship where diplomatic rhetoric often masks more competitive and confrontational aspects of the bilateral relationship. These biases partly stem from: first, the dearth of analyses focusing on non-Western cases; second, the primacy of Western-born concepts and method in the two disciplines. That is what this book seeks to redress. Theorizing Indian Foreign Policy draws together the study of contemporary Indian foreign policy and the methods and theories used by FPA and IR, while simultaneously contributing to a growing reflection on how to theorise a non-Western case. Its chapters offer a refreshing perspective by combining different sets of theories, empirical analyses, historical perspectives and insights from area studies. Empirically, chapters deal with different issues as well as varied bilateral relations and institutional settings. Conceptually, however, they ask similar questions about what is unique about Indian foreign policy and how to study it. The chapters also compel us to reconsider the meaning and boundary conditions of concepts (e.g. coalition government, strategic culture and sovereignty) in a non-Western context. Book excerpt: Professor Das provides a fascinating study on the issue of ethnic politics in multi-ethnic Third World countries and the non-convergence of state and nation in this discussion of the Kashmir and Sindh questions. The artificial de-colonization process in the South Asian sub-continent resulted in the construction of national frontiers for its two successor states that did not rest on a synchronization of ethnic and state boundaries. Consequently, cross-border loyalties amongst significant sections of the population survived the boundaries imposed between the two successor states. When in the context of centralizing nation-building strategies ethnic political assertions occur in outlying or frontier areas of these nation-states, the distinction between domestic and external affairs, or between home and foreign politics, tends to lose its significance in the traditional sense. Political actors from across the borders of neighbouring state can then deny the marks of their different objective nationalities and treat themselves as members of a single 'loyalty group'. Thus, ethnic politics transcends its domestic contours and helps foment regional tensions. In such circumstances, ethnic assertions tend to constitute vital local or domestic ingredients that define the national security priorities within a particular region. The current insurrection in Kashmir and turmoil in Sindh superbly demonstrate this pattern.
