Book excerpt: Launch vehicles that employ solid propellant rocket motors release exhaust ground clouds containing large quantities of hydrogen chloride (HCI) into the launch areas at Cape Canaveral Air Station (CCAS) and Vandenberg Air Force Base (VAFB). Large quantities of hazardous liquid fuels and oxidizers could also be released as a result of propellant transfer accidents or launch vehicle failures. The Air Force uses atmospheric dispersion models to predict the downwind diffusion and concentration of toxic launch clouds. There exists a strong need to collect launch cloud data that can be used to test and validate the performance of these dispersion models. The Air Force Space and Missile Systems Center's Launch Programs Office (SMCICL) is sponsoring the Atmospheric Dispersion Model Validation Program (MVP). This program is collecting launch cloud dispersion data that will be used to determine the accuracy of atmospheric dispersion models, such as REEDM, in predicting toxic hazard corridors at the launch ranges. This report presents launch cloud dispersion and meteorological measurements performed during the #K22 Titan IV launch at Vandenberg Air Force Base on 12 May 1996.

Book excerpt: This report presents plume imagery documenting the development and dispersion of the Titan IV A-18 launch ground cloud at Vandenberg AFB at 1932 PDT on 23 October 1997. Also presented are pertinent meteorological data from towers, Doppler radar, and rawinsonde balloons. IR cameras at three locations tracked the trajectory of the launch cloud for 1.25 to 4.5 min after launch. Meteorological data were collected to improve understanding of cloud dispersion and provide inputs during model simulations/evaluations. These data and similar data on other Titan IV launches will be used to determine the accuracy of atmospheric dispersion models such as REEDM (Rocket Exhaust Effluent Diffusion Model) in predicting toxic hazard corridors at the USAF Ranges. Imagery showed that the bottom edge of the launch cloud stabilized at 197m AGL by 3.5 min after launch, versus a predicted 250m AGL. The air entrainment coefficient was 0.39, smaller than the 0.64 default used in REEDM. Two HCl detectors were placed on a ridge at 170 deg azimuth from the pad, in an early predicted path of the cloud. However, the REEDM predicted a track to the east, which was realized. It therefore did not pass over the detectors, and no HCl was detected.

Book excerpt: As part of the USAF Atmospheric Dispersion Model Validation Program (MVP), puffs of tracer gas were released from a blimp over the rocket launch sites at Cape Canaveral AS and Vandenberg AFB. Multiple infrared cameras imaged the transport and diffusion of the puffs. The imagery is being analyzed to determine the position, movement, and growth of the puffs with time. The objective of the activity is to correlate atmospheric diffusion rates with measurements of atmospheric turbulence. Results of the activity will be used to evaluate and improve the models that are used at the launch ranges to predict the dispersion of toxic clouds generated by launch operations. This is the first time that tracer gases have been released from a free flying blimp and imaged by infrared cameras at ground locations.

Hence, Blue Economy is becoming an important component of future socio-economic development strategies (e.g. this is called Blue Growth in Europe), that eventually can result in increasing pressures at sea, and despite the current regulatory framework (in particular with the Oceans Act, in USA or Canada, and the Marine Strategy Framework Directive, in Europe), it is likely that this situation will continue in the future. Ensuring all those connected to the sea, directly or indirectly, gain a better understanding of the importance of the seas, the human-sea interactions and opportunities to act better and reduce impacts from human pressures, is central to Ocean Literacy (OL). Receiving increasing attention in Europe and USA, OL is a challenge for all parts of society: educators & trainers, children and professionals, civil society and scientists, consumers and policy/decision makers. It is seen as part of the package of solutions that will lead to a change in behavior and practice, thus reducing impacts and resulting in healthier marine ecosystems, whilst allowing development opportunities offered by seas are seized in a sustainable manner. This Research Topic focuses on the issues and options for effective OL worldwide. It discusses: (1) existing experiences in OL (formal and informal education for children, training for professionals, tools for raising awareness of consumers - and of investors in the marine sectors...) and their effectiveness (from understanding better to acting differently); (2) the role OL could play (in interaction with innovation, regulation, economic incentive, social norms...) to support human capital development as key component of sustainable growth; and (3) pre-conditions for effective OL for different sectors and target groups. Questions relevant to OL include: Which knowledge - produced by whom - to share and how? Who to target - and how to effectively reach those targeted? How to design OL initiatives - including by mobilizing those targeted (via living lab approaches e.g.) - to ensure effective OL and pave the way for behavior change? What are the knowledge gaps that limit our capacity to design effective OL? As scientists, it is likely you have many more questions to offer and discuss.

SVM is a supervised learning model that analyzes and recognizes patterns. It is a signal classification technique which has far greater accuracy than conventional signal averaging methods. Ultrasonic Fluid Quantity Measurement in Dynamic Vehicular Applications: A Support Vector Machine Approach describes the research and development of a fluid level measurement system for dynamic environments. The measurement system is based on a single ultrasonic sensor. A Support Vector Machines (SVM) based signal characterization and processing system has been developed to compensate for the effects of slosh and temperature variation in fluid level measurement systems used in dynamic environments including automotive applications. It has been demonstrated that a simple ν-SVM model with Radial Basis Function (RBF) Kernel with the inclusion of a Moving Median filter could be used to achieve the high levels of accuracy required for fluid level measurement in dynamic environments. Aimed toward graduate and postgraduate students, researchers, and engineers studying applications of artificial intelligence, readers will learn about a measurement system that is based on a single ultrasonic sensor which can achieve the high levels of accuracy required for fluid level measurement in dynamic environments.
