About 90% of the decisions they reach are final. Lyles argues that these lower court judges not only influence the flow of information to the judicial hierarchy, but they formulate questions that influence how higher courts, including the Supreme Court, respond. As such they are key elements in the formulation and implementation of public policy. To cite a few examples, they desegregate school districts, run mental institutions and prisons, break up monopolies, and reapportion legislatures. Lyles begins by examining the structure and function of federal courts and detailing the history, operation, and purpose of the district courts. He then turns to the selection, nomination, and appointment of district judges. Lyles then analyzes the extent to which presidents might advance policy objectives through their judicial appointments to the district courts. After examining how African-American, Latino, and white judges, male and female, view their roles as policy actors, Lyles concludes with a discussion of the implications of the study. Important for students and scholars of contemporary public policy and the court system.

For The Hardest Deal of All: The Battle Over School Integration in Mississippi, 1870-1980 Charles C. Bolton mines newspaper accounts, interviews, journals, archival records, legal and financial documents, and other sources to uncover the complex story of one of Mississippi's most significant and vexing issues. This history closely examines specific events--the after-math of the Brown v. Board of Education decision, the 1966 protests and counter-demonstrations in Grenada, and the efforts of particular organizations--and carefully considers the broader picture. Despite a separate but equal doctrine established in the late nineteenth century, the state's racially divided school systems quickly developed vast differences in terms of financing, academic resources, teacher salaries, and quality of education. As one of the nation's poorest states, Mississippi could not afford to finance one school system adequately, much less two. For much of the twentieth century, whites fought hard to preserve the dual school system, in which the maintenance of one-race schools became the most important measure of educational quality. Blacks fought equally hard to end segregated schooling, realizing that their schools would remain underfunded and understaffed as long as they were not integrated. Charles C. Bolton is professor and chair of history and co-director of the Center for Oral History and Cultural Heritage at the University of Southern Mississippi in Hattiesburg. He is the coauthor of Mississippi: An Illustrated History and coeditor of The Confessions of Edward Isham: A Poor White Life of the Old South . Bolton's work has also appeared in the Journal of Southern History, Journal of Mississippi History, and Mississippi Folklife .

Book excerpt: Through the dedicated intervention of LULAC and other Mexican American activist groups, the understanding of civil rights in America was vastly expanded in the late 1960s and early 1970s. Mexican Americans gained federal remedies for discrimination based not simply on racial but also on cultural and linguistic disadvantages. Generally considered one of the more conservative ethnic political organizations, LULAC had traditionally espoused nonconfrontational tactics and had insisted on the identification of Mexican Americans as "white." But by 1966, the changing civil rights environment, new federal policies that protected minority groups, and rising militancy among Mexican American youth led LULAC to seek federal protections for Mexican Americans as a distinct minority. In that year, LULAC joined other Mexican American groups in staging a walkout during meetings with the Equal Employment Opportunity Commission in Albuquerque. In this book, Craig A. Kaplowitz draws on primary sources, at both national and local levels, to understand the federal policy arena in which the identity issues and power politics of LULAC were played out. At the national level, he focuses on presidential policies and politics, since civil rights has been preeminently a presidential issue. He also examines the internal tensions between LULAC members? ethnic allegiances and their identity as American citizens, which led to LULAC?s attempt to be identified as white while, paradoxically, claiming policy benefits from the fact that Mexican Americans were treated as if they were non-white. This compelling study offers an important bridge between the history of social movements and the history of policy development. It also provides new insight into an important group on America?s multicultural stage.
