Though Britain did enter war, the movement did not rest in defeat. Crisis narratives about Muslims assume that they are only engaged with sectarian communalist forms of identity politics or that their supposed religious and social conservatism is incompatible with progressive values. Through telling this story, Massoumi looks closely at the role of identity politics within social movements, considering what this means in practice and whether we can meaningfully speak of identity politics. Arguing that identity politics can only be understood within the context of a wider social and political structure, this book analyses the conditions through which Muslim and leftist engagement emerges within this movement, and highlights the decisive leadership of Muslim women.

It examines their interaction with civil society and state institutions to provide an understanding of their development as political actors. In Britain and France, their political attitudes and behaviour are influenced by their national/ethnic origins, religion and specific features of British and French societies. Thus three main spheres of action are identified: the ethnic group, religious group and majority society. Unequal, gendered power relations characterise the interconnection(s) between these spheres of action. Muslim women are positioned within these complex relations and find obstacles and/or facilitators governing their capacity to act politically. Book excerpt: Extremist groups rely upon women to gain strategic advantage, recruiting them as facilitators and martyrs while also benefiting from their subjugation. Yet U.S. policymakers overlook the roles that women play in violent extremism--including as perpetrators, mitigators, and victims--and rarely enlist their participation in efforts to combat radicalization. This omission puts the United States at a disadvantage in its efforts to prevent terrorism globally and within its borders. Women fuel extremists' continued influence by advancing their ideology online and by indoctrinating their families. New technology allows for more sophisticated outreach, directly targeting messages to radicalize and recruit women. It also provides a platform on which female extremists thrive by expanding their recruitment reach and taking on greater operational roles in the virtual sphere. The failure of counterterrorist efforts to understand the ways in which women radicalize, support, and perpetrate violence cedes the benefit of their involvement to extremist groups. Omitting women from terrorism prevention efforts also forfeits their potential contributions as mitigators of extremism. Women are well positioned to detect early signs of radicalization, because fundamentalists often target women's rights first. As security officials, women provide insights and information that can be mission critical in keeping the peace. And because of their distinctive access and influence, women are crucial antiterrorism messengers in schools, religious institutions, social environments, and local government. Overlooking the contributions women can make to prevent extremism renders the United States less secure. Many extremist groups promote an ideology that classifies women as second-class citizens and offers strategic and financial benefits through women's subjugation. Boko Haram, the Islamic State, al-Qaeda, al-Shabab, and other groups use sexual violence to terrorize populations into compliance, displace civilians from strategic areas, enforce unit cohesion among fighters, and even generate revenue through trafficking. Suppressing women's rights also allows extremists to control reproduction and harness female labor. U.S. government policy and programs continue to underestimate the important roles women can play as perpetrators, mitigators, or targets of violent extremism. The Donald J. Trump administration should take steps to help the United States and its allies respond effectively to the security threat posed by violent extremism and advance U.S. peace and stability.

In the new millennium, however, women have increasingly taken active roles in carrying out suicide bombings, hijacking airplanes, and taking hostages in such places as Palestine, Iraq, Afghanistan, Sri Lanka, Lebanon, and Chechnya. These women terrorists have been the subject of a substantial amount of media and scholarly attention, but the analysis of women, gender, and terrorism has been sparse and riddled with stereotypical thinking about women's capabilities and motivations. In the first section of this volume, contributors offer an overview of women's participation in and relationships with contemporary terrorism, and a historical chapter traces their involvement in the politics and conflicts of Islamic societies. Linking the group's narratives to the process of Islamization in Pakistan and divergent views on the country's Islamic identity, it is the first systematic analysis of how the organization, globally reviled as the perpetrator of the 2008 Mumbai Bombings, has developed its conception of da'wah (proselytizing) and jihad in response to regional and global developments. Samina Yasmeen makes extensive use of Urdu materials (pamphlets, books, ephemera) by Markaz Da'wah wal Irshad, the parent organization of LeT, to examine the 'insider's vision' of the dominant threats to Pakistan and the Muslim ummah, as well as strategies for countering these threats. She argues that while adopting an oppositional narrative vis-à-vis India and the West, LeT has increasingly turned its attention to da'wah narratives within Pakistan engaging with broader spectrums of society. Women have increasingly been assigned significant agency in this narrative, and JuD's activism in education and social welfare has helped it acquire social capital. This, in turn, prompts a re-imagining of the movement's relationship with the Pakistani military.

Book excerpt: Democracy must be anti-racist. Any less is cowardly. Any less is reactionary. Democracy is not necessarily progressive, and will only be if we make it so. What Mondon and Winter call 'reactionary democracy' is the use of the concept of democracy and its associated understanding of the power to the people (demos cratos) for reactionary ends. The resurgence of racism, populism and the far right is not the result of popular demands as we are often told. It is rather the logical conclusion of the more or less conscious manipulation by the elite of the concept of 'the people' and the working class to push reactionary ideas. These narratives place racism as a popular demand, rather than as something encouraged and perpetuated by elites, thus exonerating those with the means to influence and control public discourse through the media in particular. This in turn has legitimised the far right, strengthened its hand and compounded inequalities. These actions diverts us away from real concerns and radical alternatives to the current system. Through a careful and thorough deconstruction of the hegemonic discourse currently preventing us from thinking beyond the liberal vs populist dichotomy, this book develops a better understanding of the systemic forces underpinning our current model and its exploitative and discriminatory basis. The book shows us that the far right would not have been able to achieve such success, either electorally or ideologically, were it not for the help of elite actors (the media, politicians and academics). While the far right is a real threat and should not be left off the hook, the authors argue that we need to shift the responsibility of the situation towards those who too often claim to be objective, and even powerless, bystanders despite their powerful standpoint and clear capacity to influence the agenda, public discourse, and narratives, particularly when they platform and legitimise racist and far right ideas and actors.
