Becoming Better Muslims offers an innovative account of the dynamic interactions between individual Muslims, religious authorities, and the state in Aceh, Indonesia. Relying on extensive historical and ethnographic research, David Kloos offers a detailed analysis of religious life in Aceh and an investigation into today’s personal processes of ethical formation. Aceh is known for its history of rebellion and its recent implementation of Islamic law. Debunking the stereotypical image of the Acehnese as inherently pious or fanatical, Kloos shows how Acehnese Muslims reflect consciously on their faith and often frame their religious lives in terms of gradual ethical improvement. Revealing that most Muslims view their lives through the prism of uncertainty, doubt, and imperfection, he argues that these senses of failure contribute strongly to how individuals try to become better Muslims. He also demonstrates that while religious authorities have encroached on believers and local communities, constraining them in their beliefs and practices, the same process has enabled ordinary Muslims to reflect on moral choices and dilemmas, and to shape the ways religious norms are enforced. Arguing that Islamic norms are carried out through daily negotiations and contestations rather than blind conformity, Becoming Better Muslims examines how ordinary people develop and exercise their religious agency.

After its "pacification," Acehnese society evolved peacefully, yet nonetheless the Acehnese participated fully in the Indonesian revolution and in a rebellion against the Indonesian central government not long after. Based on field work done in the early 1960s, James Siegel's The Rope of God, traces the evolution in Islam, in the economy, and in the structure of the family to show how it was that Aceh mobilized itself as a society from the time of the colonial war to the emergence of the republic. At a time when this Indonesian society is once again in movement, this influential study has gained a certain new relevance. To bridge this span of time since its initial publication in 1969, Siegel has added two additional chapters to his original volume: one a description of political elements today and the other a previously published piece on Acehnese domestic politics. Important when it first appeared, The Rope of God continues to be of enduring importance today and will be warmly welcomed back into print. Drawing on both sets of sources, this book shows that female rule was legitimised both by Islam and adat (indigenous customary laws), and provides original insights on the Sultanah's leadership, their relations with male elites, and their encounters with European envoys who visited their court. It aims to provide a detailed ideological and organizational ?map? of this organization in order to increase the understanding of its history, motivations, and organizational dynamics. Consequently this paper analyzes GAM?s ideology, aims, internal structure, recruitment, financing, weapons procurement, and its military capacity. The focus of this study is on the recent past, as the fall of Suharto not only allowed the Indonesia government to explore avenues other than force to resolve the Aceh conflict, but also provided GAM with the opportunity to make some changes to its strategy and to transform itself into a genuinely popular movement. It will be argued here that the key to understanding GAM in the post-Suharto era and the movement?s decisions, maneuvers and statements during the three years of intermittent dialogue can be found in the exiled leadership?s strategy of internationalization. This strategy shows that for GAM the negotiations, above all, were not a way to find common ground with Jakarta but a means to compel the international community to pressure the Indonesian government into ceding independence.This is the second publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Book excerpt: "Aceh, alone among Indonesia's provinces, has been explicitly authorized by national law to adopt local Sharia laws. While supporters say such laws should promote social welfare and communal harmony, two such laws are being used to deny many people the right to make personal decisions central to the conduct of their lives and the expression of their faith, identity, and morals. One of the laws prohibits 'seclusion, ' whereby it is a criminal offence in certain circumstances for unmarried individuals of opposite genders to associate together. The other imposes public dress requirements on all Muslims; while the dress law is gender-neutral on its face, in practice it imposes far more onerous restrictions on women than on men. Policing Morality documents the experiences of individuals in Aceh who have been accused of violating these two laws. It demonstrates how the laws violate Indonesia's constitutional protections for basic rights as well as international human rights law. The report also documents recent cases in which the Sharia police, regular police, and private individuals have enforced the laws in an abusive fashion. The laws are applied arbitrarily and selectively, and particularly affect women, the poor, and youths. Several suspects have been beaten or tortured. Policing Morality urges Indonesian and Acehnese authorities to repeal the two laws and ensure that all local regulations in force throughout Indonesia, including those purportedly based on Islam, comply with Indonesia's human rights obligations."--Page 4 of cover.
