Book excerpt: This book is a re-evaluation of modern urbanism and architecture and a history of urbanism, architecture, and local identity in colonial north India at the turn of the twentieth century. Focusing on Banaras and Jaunpur, two of northern India’s most traditional cities, the book examines the workings of colonial bureaucracy in the cities and argues that interactions with the colonial state were an integral aspect of the ways that Indians created a sense of their own personal investment in the city in which they lived. The book explores the every-day and the mundane to better understand the limits of British colonial power, and the role of Indians themselves, in the making of the modern city. Based on highly localized archival source material, the author analyses two key aspects of city-making in this era: the building of new infrastructure, such as water supply and sewerage, and new policies governing historical architectural conservation. The book also incorporates an ethnography of contemporary urban space in these cities to advocate for a more nuanced and responsible approach to writing the history of such cities and to address the myriad problems of present-day north Indian urbanism. Containing examples of bureaucratic procedure and its contradictions and enlivened by a set of personal reflections and narratives of the author's own experiences, this book is a valuable addition to the field of South Asian Studies, Asian History and Asian Culture and Society, Colonial History and Urban History.

They went all round the place, and visited nearly every closet in the north camp, and though it was a very wet day in November, they did not find what could be called a nasty smell in any one, and, in the great majority, if they had been taken in blindfold, they would never have thought that they were in a place of the kind at all. Those who accompanied him were of the same opinion, and the builder entirely gave up his opposition, and had adopted one of these closets in his own workshop, and consoled himself with the idea that instead of getting 500 out of the drainage he might get 200 out of the Goux closets. When at Aldershot he asked an old soldier, whom he saw 136 Water-closets less Trouble. coming out of one of these places, if there was ever any smell in the summer, and he replied that there was sometimes a little, but not half so much as in 'them stinking water-closets in the south camp/ He was not satisfied with this, but went to Halstead, in Essex, a small town where there had been an injunction against turning sewage into the river, and which had adopted the Goux closets. He was informed by the Surveyor that there were 170 at work, and that there were no complaints whatever. Since then he had received a letter from the Medical Officer of Health giving the same testimony, though he said he liked the waterclosets best, because they were less trouble. He was informed that the tubs were lined with a mixture of horse-droppings collected from the streets and sifted ashes, and he found the places where this was prepared smelt much like a stable, but nothing more. Municipal Corporation as well as local bodies of all categories have always been subject to state control, however, the nature and purpose of the state control has been changing from time to time. The present study is to examine and evaluate the state control over municipal corporations in India with special focus on metropolis. Two view points have stood in the way of a proper appreciation of state-municipal relations: (i) The municipal corporation have to be regularly controlled, supervised, guided and occasionally punished to get work out of them. (ii) The municipal democracy run by elected city fathers is opposed to any sort of interference from the state governments. There has been almost continuous controversy between state control and local autonomy. In many states the ideal of municipal corporation is lacking and state control over local bodies and municipal corporations is either excessive or exercised in a wrong way. It is however, universally admitted now that local bodies are the creations of the state government and some amount of State control over them is not only necessary but is a must in modern times. The problem is how should the State control be designed and exercised that a balance is struck between the autonomy which a locally elected body should enjoy to meet the wishes of the people and the overall responsibilities of the State to see that the Municipal Corporations function properly in order to foster the welfare of the citizens.
