Too often, however, the mention of a reform movement conveys the idea of destruction, an immense amount of tearing down, so that it has come to pass that the so - called practical reformer is almost as much dreaded as the practical politician. On the other hand, it is true that many a reform must tear down, in order that the ground may be prepared for the superstructure of improved conditions; but it is also a fact that certain re forms, destined to accomplish permanent results, are expend ing their utmost energies on the constructive phases of their work. To illustrate concretely: the recent action of the Lon don County Council in insuring the lives of all the workmen who are engaged in the dangerous parts of the work of con structing the tunnel under the Thames is a reform in the right direction, and there are organizations that are striving to se cure an increasing regard for the claims of life, in preference to those of property. The differences in the two phases of re form may again be illustrated by the work of the Society for the Prevention of Crime and of the City Vigilance League, the efforts of the former being along destructive and of the latter along constructive lines. Concerted attack on municipal corruption had not yet reached its crest, but it was gathering momentum. Equally extensive were the entries under the heading, Housing of the Working Classes and of the Poor in Cities and the section on water supply and sanitation was surprisingly long. On the other hand there were comparatively few entries for public works and home rule; the only item on city plan ning was Planning the Site for a City, a technical study by Lewis M. Haupt in Engineering Magazine for 1895. Three years later Brooks prepared, with the help of Dr. Milo R. Maltbie, A Bibliography of Municipal Problems and City Conditions, complete to 1901. Explaining the need for the work, Brooks wrote since the publication of the first edition of this work in 1897, the literature on cities has grown so rapidly that from three to four times as much space is now required to list it adequately. References to European cities reflected growing interest in comparative studies. The project, Sponsored by the Reform Club, was suspended when the re form movement receded, following on a number of victories for mea sures it had sponsored. In this interim the most intensive studies of municipal affairs shifted to such universities as maintained chairs in municipal government and political science. Book excerpt: Delinquent Daughters explores the gender, class, and racial tensions that fueled campaigns to control female sexuality in late nineteenth- and early twentieth-century America. Mary Odem looks at these moral reform movements from a national perspective, but she also undertakes a detailed analysis of court records to explore the local enforcement of regulatory legislation in Alameda and Los Angeles Counties in California. From these legal proceedings emerge overlapping and often contradictory views of middle-class female reformers, court and law enforcement officials, working-class teenage girls, and working-class parents. Odem traces two distinct stages of moral reform. The first began in 1885 with the movement to raise the age of consent in statutory rape laws as a means of protecting young women from predatory men. By the turn of the century, however, reformers had come to view sexually active women not as victims but as delinquents, and they called for special police, juvenile courts, and reformatories to control wayward girls. Rejecting a simple hierarchical model of class control, Odem reveals a complex network of struggles and negotiations among reformers, officials, teenage girls and their families. She also addresses the paradoxical consequences of reform by demonstrating that the protective measures advocated by middle-class women often resulted in coercive and discriminatory policies toward working-class girls.
