The investigations in question have been carried on since the fall of 1892, and they have covered the United States, Great Britain, Germany, and Australia. The books embodying the results of the investigations will follow each other in quick succession. But that does not mean that they are in any way hasty productions. It has been the authors policy to delay publication until he had covered the entire field, because he desired to put at the disposal of the public the means of comparing the experience of several countries in the various kinds of experiments, without long intervals between the successive books setting forth that experience.
