The authors present case studies from six innovative and diverse municipalities in Denmark, France, Germany, Sweden and the United States. The studies document problems these communities encountered while implementing new ideas in energy conservation and changes in energy supply and municipal planning. Each community was selected on the basis of its early, vigorous response to the energy crisis, and then followed up to examine roadblocks along the way to innovation in the public sector. The case studies highlight the challenges policy entrepreneurs face and the tactics they employ, revealing crucial differences between public and private sector entrepreneurship.

Climate change can have catastrophic impacts in numerous cities across the world. It is time for us to react – quickly and effectively. The European Community (EC) has been leading the fight against climate change, making it one of its top priorities. We have introduced the most ambitious targets of their kind, known as the “20/20/20 by 2020” initiative within the “Climate Action and Renewable Energy Package.” As a result, European Member States have taken on a commitment to curb their CO emissions by at least 20% by 2020. 2 These targets are indeed commendable; however, they are only the start if we are to avoid the consequences of global warming. Whilst top level coordination from the European Institutions and Member State governments is vital, the role of mitigating and adapting to climate change at local level must not be forgotten. In fact, here cities, regions and their citizens play a significant a role. It is therefore vital they become directly involved in the climate change challenge. The European Commission therefore launched in 2008 a new initiative, the Covenant of Mayors, which brings together a network of European mayors in a voluntary effort to go beyond the European Union’s already ambitious targets. Half of our greenhouse gas emissions (GHGs) are created in and by cities.

Book excerpt: Society's dependence on fossil fuels, spawned during the industrial revolution of the 19th century, increased the physical isolation between the sites of energy consumption, and sites of energy production. Rapid population growth and urbanization following this period gave rise, in the 20 th century, to concerns around the impact of humans on the environment. These concerns precipitated an increased focus on renewable energy, and sustainable development models present in contemporary urban planning discourse. Despite the increased focus on urban sustainability, the rapid expansion of renewable energy capacity and supporting policies, municipal governments in the United States continue to struggle with incorporating renewable energy systems into the built environment. The primary challenges concerning this integration rest in the capacity of municipal government to reinterpret the built environment as a framework for renewable energy, to conduct spatial analysis of the potential capacity in the built environment, and to synthesize that analysis with municipal policies in order to develop more robust and specific targets for renewable energy development. In response to these challenges, I assess opportunities and barriers for renewable energy development in the built environment, and synthesize established methods of spatial analysis, renewable energy policy, and project development models, to inform the role of municipal government in future planning efforts around renewable energy. To investigate the potential practical applications of this research, I focus on the city of Burlington, Vermont, which in 2014, earned the status as the first city in the United States to source 100% of its electricity from renewable sources. I question the replicability of the means by which Burlington attained this status, whether further opportunities exist for Burlington to expand its support for renewable energy, and what role the municipal government might assume in this expansion. I find the means by which Burlington sources its renewable energy only partially replicable, but I also find significant opportunities for Burlington to expand support for renewable energy within its municipal boundaries. I conclude my research by providing my findings to the city, in hopes that they will strengthen the role of municipal government in renewable energy planning.

Book excerpt: Cities in the United States are increasingly interested in and taking action to improve the sustainability of their jurisdictions. Streamlined and clean energy use is fundamental to the cost of living and to mitigating and adapting to climate change. Therefore, it is central to improving community long-term sustainability. Using a representative sample of 20 U.S. cities, this analysis explores how cities make energy decisions in terms of planning, implementation, and evaluation. The city energy plan landscape is complex. Sustainability, energy, and climate plans vary in scope (e.g., limited to city government or used broadly within the jurisdiction), specificity, timeframe, data collection, and reporting. Cities interviewed for this research indicated that a lack of standardization in measuring impact and prioritizing actions can impede effective energy decision making. Specializing plans and their implementation within a jurisdiction enables communities to address their specific energy and climate priorities. It creates a barrier, however, for understanding the plans' impacts on climate and energy goals and the broader impacts of the plans and actions on national energy use. To address this, a nomenclature system (Figure ES-1) was designed to compare climate, sustainability, and energy plans across cities.

Wind and solar are the most dynamic components of the global power sector. How did this happen? After the 1973 oil crisis, the limitations of an energy system based on fossil fuels created an urgent need to experiment with alternatives, and some pioneering governments reaped political gains by investing heavily in alternative energy such as wind or solar power. Public policy enabled growth over time, and economies of scale brought down costs dramatically. In this book, Michaël Aklin and Johannes Urpelainen offer a comprehensive political analysis of the rapid growth in renewable wind and solar power, mapping an energy transition through theory, case studies, and policy analysis. Aklin and Urpelainen argue that, because the fossil fuel energy system and political support for it are so entrenched, only an external shock—an abrupt rise in oil prices, or a nuclear power accident, for example—allows renewable energy to grow. They analyze the key factors that enable renewable energy to withstand political backlash, andt they draw on this analyisis to explain and predict the development of renewable energy in different countries over time.
