Book Municipal Incorporation Activity in the United States

Download or read book Municipal Incorporation Activity in the United States written by Russell M. Smith and published by Springer. This book was released on 2018-01-02 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a comprehensive analysis of the municipal incorporation activity in the United States over the last several decades and the geographic consequences of the incorporation of new cities. It aims to explore new municipalities and to develop a better understanding and appreciation for these complex local government boundary changes. Since 1990, the United States has witnessed the incorporation of more than 400 new cities. These newly incorporated municipalities (NIMs) were established on the edges of growing metropolitan areas, in beach and mountain resort destinations, and largely rural counties. The incorporation of these new cities is a complex and politically charged geographic event. These new cities can contribute to metropolitan fragmentation within a region, provide important public services to growing urban areas, and/or exclude unwanted populations. New cities can also result in new school boundaries, new levels of taxation, and new boards and commissions with varied political powers.

Book Cities by Contract

Download or read book Cities by Contract written by Gary J. Miller and published by MIT Press (MA). This book was released on 1981-01 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: The battle line in the urban conflict lies between the central city and the affluent suburb. The city, needing to broaden its tax base in order to provide increasingly necessary social services, has sought to annex the suburb. The latter, in order to hold down property taxes, has sought independence through incorporation."Cities by Contract" documents and dissects this process through case studies of communities located in Los Angeles County. The book traces the incorporation of "Lakewood Plan" cities, municipalities which contract with the county for the provision of basic--which is to say minimal--services.The Lakewood plan is shown in this book to be a precursor of the full-scale tax revolt that was to break out a generation later. Miller points out that the settlers of these communities "voted with their feet" for lower taxes, lower levels of government spending on welfare and other social services, and a lower degree of bureaucratic intrusion into their affairs, much as in 1978 Californians statewide were to express the same desires and objectives at the ballot box by overwhelmingly backing the Jarvas-Gann initiative, Proposition 13.The book is one of the first on urban politics to combine the modeling techniques of microeconomics with the statistical analysis of data taken from interviews and documents. Still, the essential messages of the book are fully carried by its prose arguments and by the case studies.

Book Welcoming New Americans

Download or read book Welcoming New Americans written by Abigail Fisher Williamson and published by University of Chicago Press. This book was released on 2018-08-28 with total page 402 pages. Available in PDF, EPUB and Kindle. Book excerpt: Even as Donald Trump’s election has galvanized anti-immigration politics, many local governments have welcomed immigrants, some even going so far as to declare their communities “sanctuary cities” that will limit cooperation with federal immigration authorities. But efforts to assist immigrants are not limited to large, politically liberal cities. Since the 1990s, many small to mid-sized cities and towns across the United States have implemented a range of informal practices that help immigrant populations integrate into their communities. Abigail Fisher Williamson explores why and how local governments across the country are taking steps to accommodate immigrants, sometimes despite serious political opposition. Drawing on case studies of four new immigrant destinations—Lewiston, Maine; Wausau, Wisconsin; Elgin, Illinois; and Yakima, Washington—as well as a national survey of local government officials, she finds that local capacity and immigrant visibility influence whether local governments take action to respond to immigrants. State and federal policies and national political rhetoric shape officials’ framing of immigrants, thereby influencing how municipalities respond. Despite the devolution of federal immigration enforcement and the increasingly polarized national debate, local officials face on balance distinct legal and economic incentives to welcome immigrants that the public does not necessarily share. Officials’ efforts to promote incorporation can therefore result in backlash unless they carefully attend to both aiding immigrants and increasing public acceptance. Bringing her findings into the present, Williamson takes up the question of whether the current trend toward accommodation will continue given Trump’s anti-immigrant rhetoric and changes in federal immigration policy.
