Book Municipal Government Classic Reprint

Download or read book Municipal Government Classic Reprint written by Frank J. Goodnow and published by Forgotten Books. This book was released on 2017-09-17 with total page 412 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Municipal Government IN the belief that there was a demand for a book on municipal government somewhat comprehensive in its mom and attempting to cover, however incompletely, the entire field, Municipal Government has been written. The endeavor has been made therefore to treat both the historical develop ment of city institutions in western Europe and to discover the characteristics which distinguish the social conditions of modern urban populations, in the hope that help might be obtained in the solution of the problems presented by city life. The fulfilment of the purpose which the author has had in mind has made it necessary to cover some of the ground already covered in books from his pen. This is particularly true of his City Government in the United States, from which much of the matter in the present work having reference to the condi tions existing in American cities has been taken. It has been the author's hope, in writing the following pages, that they might both prove of value to that increasing body of students in colleges and high schools, who devote some portion of their time to the study of municipal government and be of interest to that part of the general public, apparently also increasing in number, who are endeavoring to solve the prob lems arising in connection with urban development. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Government of Municipalities The main topics treated in this volume and the reasons for the order of their presentation are so fully explained in the introductory chapter that few words are needed here. The lack of any generally accepted municipal system in the United States and the contrariety of opinion concerning the most important methods of municipal government are recognized facts, and - they must largely affect the treatment of our subject. Conflicts of opinion and serious disputes about theories and methods would be unavoidable even if nothing further should be attempted than a plan of city government formed by compilation and deductions from American precedents and experience alone. I must think that such a treatment of the matters we are to deal with would be quite inadequate; for very instructive lessons in municipal government can be best studied in the practical methods, and the results of administration in the leading cities of Europe, where municipal experience has been much longer and more varied than in the United States. Nevertheless, our municipal system must be framed in harmony with our constitutional principles and social life; so that, while nothing intrinsically good should be rejected merely because of its foreign origin, nothing can be adopted unless compatible with the fundamental theories of republican government. Book Municipal Government of the City of New York Classic Reprint

Download or read book Municipal Government of the City of New York Classic Reprint written by Abby Gunn Baker and published by Forgotten Books. This book was released on 2017-11-11 with total page 404 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Municipal Government of the City of New York Primarily 1117111117720! Government of 1716 City ocw York was written for the purpose of enabling the pupils of the schools to know their own city. The introductory chapters give in story form the purchase of Manhattan Island and its growth under the Dutch and English governments. They also give the history of the city immediately following the Revolution. The chapters take up each administrative depart ment of the city government from its very beginning and tell, in detail, of its development and the manner in which it is managed at the present time. In order to bring the book up to date each department of the municipal government was most carefully studied under the immediate and helpful supervision of the Commissioner or some one delegated by him. After each chapter was written it was read critically by an official of the department treated. For this reason it can be stated without hesitation that the book is accurately brought up to date. As can readily be seen the authors are under the greatest obligation to the heads of the administrative departments and others connected with the municipal government, who gave such generous help and kindly advice while the book was being revised. Book City Government by Commission Classic Reprint

Download or read book City Government by Commission Classic Reprint written by Clinton Rogers Woodruff and published by Forgotten Books. This book was released on 2015-07-20 with total page 400 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from City Government by Commission For seventeen years the National Municipal Leagie has been the open forum for the discussion of municipal problems. In that time a great mass of valuable papers, documents, and discussions has been accumulated. An increasing quantity of this material, however, is almost inaccessible to new readers, members and investigators, because the editions of the various Proceedings are about exhausted. How shall this material, which has proved so helpful in the past, be made available for the growing numbers of students of municipal affairs? To this question the Business Committee of the League has given its attention, with the result that arrangements have been made with the house of D.Appleton and Company, New York, to publish at popular prices a National Municipal League Series, to be made up of volumes, each dealing with a special phase of the municipal problem. Each one will contain the principal and most timely papers presented to the League dealing with the subject, together with such additional matter as may be necessary to bring the volume up to date and to make it a complete and comprehensive discussion. Book State and Municipal Government in the United States Classic Reprint

Download or read book State and Municipal Government in the United States Classic Reprint written by Everett Kimball and published by Forgotten Books. This book was released on 2015-07-05 with total page 596 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from State and Municipal Government in the United States In spite of the importance and interest of international and national questions of policy and in spite of the rapidly widening sphere of federal legislation and administration the life of an American citizen is affected more often by the agencies of local government than by those of the national government. Under the protection of the Federal Constitution the life and property of the citizen are governed and protected by state, not federal, laws. In his political capacity the citizen takes part in both the federal and the local government in accordance with state regulations. Acting under the state laws are the particular political units in which the citizen may reside - the county, city, or town. T o the authorities of these the citizen most fre quently looks for governmental support and regulation. Yet these local bodies are distinctly subordinate to and created by the authority of the state and are supervised and regulated by it. It is the purpose of this book to discuss the organization, the distribution of powers and functions, and the operation of these agencies of local government. Other books have dealt with state government and state administration or with munici pal government and municipal administration, but this book covers both state and municipal government, treating the two as a single manifestation of local government. With this in mind the book has been divided into five parts. In Part I the federal system and the state constitutions as the fundamental basis of local government are discussed. Part 11 deals with the political system - the electorate in theory and in action, in primaries, in election campaigns, and in its direct action in the use of the initiative, referendum, and recall. Part III deals with state government - the different organs and the functions which these organs perform. State administration, which is rapidly being extended both directly and through the supervisory power of the state, is discussed in its various manifestations. Book The Business of Government Municipal Classic Reprint

Download or read book The Business of Government Municipal Classic Reprint written by Frank Melville Sparks and published by Forgotten Books. This book was released on 2016-06-16 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Business of Government Municipal Neither have I patience with the man who constantly cries, Politician! At every public Officeholder and employee. My experience has been that the man who is successful in the election is the one styled politician' the defeated candidate usually manages to remain the good Citizen. '3 My experience, too, has been that the term political boss is applied only to the man who wins; the defeated candidate bears the honorable title of 'leader.' Thus I contend that the nation owes a debt of gratitude to those men who have given their time, energy, brains, and money to the business of government. The ills 01 govern ment are chargeable to those who have been too busy with their private affairs to give attention to the afi airs of all the people. The business of government has been a side issue. Under present conditions it is rapidly becoming the main issue. Business methods are taking the place of political methods. Interest, thought, suggestion by the people are taking the place of apathy or mere criticism. Government is becoming better. The idea of this volume is, therefore, to set forth the systems and methods employed in conducting the business in which every citizen is a stockholder. The attempt is made to show the development of the systems and methods, both the wrong and the right. Every statement and every illustration is a fact. It is not the theory of government but the practice of government that is written here. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from A Study of Municipal Government: In Massachusetts The history of municipal government among Anglo- Saxon people is an exceedingly interesting study. Originally the most democratic institutions of their time, and the simple product of its necessities, they finally came to be in Great Britain almost entirely oligarchic, entirely artificial, and so intricate in their constitutions, as to be not at all understanded of the people who were once their constituent particles. All resident householders not being bondmen, and paying scot and bearing lot, were once the burgesses and citizens, in boroughs and cities, as also the freemen in the shires. Until the time of Henry VI. of England, none of them were true corporations, but as a rule all power was based upon the suffrage of the burgesses and emanated from their consent.
