The fulfilment of the purpose which the author has had in mind has made it necessary to cover some of the ground already covered in books from his pen. This is particularly true of his City Government in the United States, from which much of the matter in the present work having reference to the condi tions existing in American cities has been taken. It has been the author's hope, in writing the following pages, that they might both prove of value to that increasing body of students in colleges and high schools, who devote some portion of their time to the study of municipal government and be of interest to that part of the general public, apparently also increasing in number, who are endeavoring to solve the prob lems arising in connection with urban development.
