Dhaka, the economic powerhouse of the country, stands on the cusp of a dramatic transformation that could make it much more prosperous and livable. Today, Dhaka is prone to flooding, congestion, and messiness, to a point that is clogging its growth. But toward its east, where two major highway corridors will one day intersect, is a vast expanse of largely rural land. And much of it is within 6 kilometers of the most valuable parts of the city. The time to make the most of this eastward opportunity is now. Many parts of East Dhaka are already being developed in a haphazard way at an alarmingly rapid pace. Private developers are buying land and filling it with sand so they can build and sell new houses and apartments. Canals and ponds are disappearing, and the few narrow roads crossing the area are being encroached by construction. This spontaneous development could soon make East Dhaka look like the messy western part of the city, and retrofitting it later will be more difficult and costlier than properly planning and developing it now. Toward Great Dhaka: A New Urban Development Paradigm Eastward seeks to analyze how the opportunity of East Dhaka could be realized. Using state-of-the-art modeling techniques, the study simulates population, housing, economic activity, and commuting times across the 266 unions that constitute Greater Dhaka. It does so under various scenarios for the development of East Dhaka, but always assessing the implications for the entire city. The simulations suggest that pursuing a strategic approach to the development of East Dhaka would make Greater Dhaka a much more productive and livable city than continuing with business as usual. Based on current trends, Greater Dhaka would have a population of 25 million in 2035 and an income per capita of US$8,000 at 2015 prices. However, embracing a strategic approach would add 5 million people to the city. And, it would be a more productive city, with nearly 1.8 million more jobs and an income per capita of more than US$9,200 at 2015 prices, enough to put Dhaka on the map of global cities.

Managing them well helps development. Strengthening municipal management of planning, finance, and service provision has been at the core of World Bank support through municipal development projects (MDPs). This book reviews how, worldwide, nearly 3,000 municipalities have benefitted from 190 World Bank-supported MDPs over the past decade, three quarters of which achieved satisfactory outcomes. The finance dimension of MDPs computerized accounting, revenue generation, and municipal credit produced some of the best results, but weaker outcomes came from attempts to stimulate private finance of municipal services. City planning, used by municipalities worldwide, was not a strong priority for MDPs. But building municipal information systems, for example in Chile, were successful. Monitoring and evaluation rarely worked well, except when municipalities themselves were convinced of its usefulness, such as in Russia, Tunisia, and Colombia. Results in managing service provision were mixed. The poverty focus of MDPs was strikingly weak across the portfolio. Cost-benefit analysis rarely prioritized municipal investments. But MDPs helped municipalities strengthen their procurement function. MDPs helped municipalities manage services more effectively. Better results still can come from a stronger poverty focus, more attention to planning and prioritizating investments, and more effective operation and maintenance of such investments.

The failure of this centralised development strategy has brought about the emergence of decentralisation to local government as one of the means to turn the tide of underdevelopment. This book presents decentralisation not only as a manifestation of 'good governance', but also as an indispensable tool towards development. The central question, however, is the following: how should the transitional state convert this into constitutional and legal arrangements? The author proposes a model for capturing the developmental role of local government in institutional arrangements. The new design for local government, put forward in South Africas 1997 Constitution, is based on the notion that local government should be the epicentre of development. This has prompted the author to use this South African concept as well as the first experiences with the implementation of the new local government dispensation as a case study.The importance of the book thus lies in the fact that it produces an institutional model for developmental local government that is not only based on development and decentralisation theories but is also tested in practice. Book excerpt: This book re-evaluates a rich scientific heritage of space- and history-sensitive development theories and produces an integrated methodology for the comparative analysis of urban and regional trajectories within a globalized world. The main argument put forward is that current mainstream analyses of urban and regional development have forgotten this rich heritage and fail to address the connections between different dimensions of development, the role of history and the importance of place and scale relations. The proposed methodology integrates elements from different theories – radical economic geography, regulation approach, cultural political economy, old and new institutionalism – that all share a strong concern with time and space dynamics. They are recombined into an interdisciplinary (meta)theoretical framework, capable of articulating the overall problem of socio-economic development and providing methodological anchors for comparative case-study analysis, while recognizing context specificities. The analytical methodology focuses on key dynamics and relations, such as strategic agency and collective action, institutions and structures, culture and discourse, as well as the tension between path-dependency and path-shaping. The methodology is then applied to eight urban and regional cases, mostly from Western Europe, but also from the United States and China. The case studies confirm the relevance of time- and space-sensitive analysis, not only for understanding development trajectories, but also for policy making. They ultimately highlight that, while post-war institutions were able to address systemic contradictions and foster a relatively inclusive development model, the neoliberal turn has led to reductionist policies that not only have resulted in an increase in social and spatial inequalities, but have also undermined growth and democracy.
